In the country there are no big customers on the innovative technologies, there are no big national corporations in large quantities making the innovation products. The innovation infrastructure (the academic and departmental institutes, the research centers, the universities, technoparks, the enterprises) mostly do not answer modern level. The education system needs reorganization according to the tasks facing the country.

In the performance  on December 10, 2008 on the First Russian youth innovation convention   the Russian President D.A. Medvedev designated the key direction of efforts, necessary in order that "our economy after all came to a status of the movement to the innovation component, to innovations, and really would absorb in itself all that characterizes economy of innovations, future economy".

Program purpose

Give the chance to thousands of young people to implement the scientific potential in Russia, to become successful and rich through commercialization of the projects.

Program tasks

1. to Show to society that support of the innovation activity of youth  — the most important part of the state policy directed on creation of the innovation economy;
2. to create the national system of complex encouragement of the innovation activity in the country, increases in its attractiveness among young people;
3. to define winners  — winners of a national Zvorykinsky award in the field of innovations which should become examples of success (heroes) for youth, focus the vital strategy of the younger generation;

1. to raise the status of the people creating innovations among young people and in public opinion in general, to create ideas of fascinating style and a way of life of innovators;
2. to expand the Russian market of innovations, to induce the Russian companies and investors to become customers of the innovative technologies and young highly qualified personnel;
3. to reveal perspective innovation projects and to promote their promotion, commercialization, showing a broad spectrum of successful innovation performance with participation of youth;
4. to create conditions for consolidation of efforts of the state, business and scientific community in creation of conditions for inclusion of youth in the innovation activity, in formation of community of specialists in innovations (scientists, engineers, managers of venture capital companies, etc.);
5. to show the level of achievements in the field of innovations in the priority directions, exposing outstanding inventions and the best innovative developments.

Problems and the expected results

There is an education decline in quality. There are no quality improvement incentives. The competitiveness of the Russian higher education decreases. Integration of education, science and production is insufficient. Modern technologies of training are insufficiently widespread. Availability of professional education in army is insufficient that reduces attractiveness of military service.

High-quality models of education will be created, support is given to class teachers and elementary school teachers. 10,000 best teachers will annually get awards on 100,000 rubles. The creative activity of youth through support of achievements in study, science, culture, sport is stimulated.

In Russia the university centers of world level will be created. The break in quality of education will be provided due to concentration of resources. The emphasis on management training of new generation will be placed.

Computer classes in 100 universities and 2500 schools are created. 20000 schools will get Internet access. 100 programs of distance learning will open. Recruits and contract employees will have an opportunity to purchase civilian professions during military service. In army 100 training centers will open.
