2024: Hit by US sanctions
In early September 2024, the Office of Foreign Assets Control of the US Treasury Department (OFAC) imposed sanctions against Dialogue ANO and its general director Vladimir Tabak. According to the American authorities, the organization disseminated false information in order to discredit politicians from the States and Europe. Also, the management website claims that the company used a set of tools, including generative artificial intelligence (AI) technologies, deepfakes and disinformation, in an attempt to undermine confidence in electoral processes and institutions in the United States.[1]
2020
Establishment and financing of regional citizen feedback centres
On March 1, 2020, the President Russia Vladimir Putin approved a list of instructions following a meeting of the Council for the Development of Local Self-Government. Among the instructions is the need for annual funding (starting from 2020) of the autonomous non-profit organization for the development of digital projects in the field of public relations and communications "Dialogue" in order to organize management centers in the regions intended for communication between the authorities and citizens.
Specific amounts are not named, but it is indicated that the money should be allocated within the framework of the national program "Digital Economy of the Russian Federation until 2024." Prime Minister Mikhail Mishustin has been appointed responsible for the implementation of the order. The president expects his report until April 1, 2020, then annually.
The Government of the Russian Federation was also instructed, together with the highest officials of the subjects, with the participation of the Dialogue ANO, to ensure the creation and functioning of regional management centers and submit proposals for the launch of similar centers in municipalities. At the same time, it is necessary to provide for the development and use of a single digital platform with a feedback mechanism, taking into account the positive experience of Moscow and the Moscow region.
This order must be fulfilled by December 1, 2020. The head of government Mishustin and the heads of the high executive authorities of the regions have been appointed responsible.
In January 2020, Vladimir Putin visited the Regional Management Center (SDG) in the Moscow Region. The head of state got acquainted with digital solutions in the field of urban management and communication with residents. The Center, using information systems, collects and analyzes citizens' appeals around the clock on various aspects of the life of the Moscow region: 10-12 thousand messages are received per week in the SDGs. Digital technologies allow you to control issues related, in particular, to the state of courtyards, driveways, playgrounds, public spaces, the work of management companies of apartment buildings, garbage collection, etc. Following the visit, Putin announced the need to replicate these practices throughout the country.
Appointment of a director and reaching the federal level
Former deputy head of the presidential department for public projects (UOP) Alexei Goreslavsky became the general director of the Dialogue ANO created by the Moscow government, RBC reported, citing a source close to the presidential administration. The corresponding order was signed on February 14 by the head of the Moscow Information Technology Department Eduard Lysenko,[2] to RBC].
According to the publication, the Kremlin decided to extend the work of the Dialogue to the federal level - the organization will be responsible for the development of digital feedback platforms with citizens throughout the country.
2019: DIT of Moscow creates ANO "Dialogue"
ANO "Dialogue" was created by DIT of Moscow in November 2019 as a center for monitoring and analytics of the effectiveness of feedback with residents of the city.
