2023: Annual revenue growth by 37.2% to RUB 55.3 billion

At the end of 2023, the total revenue of residents of Novosibirsk Akadempark reached 55.3 billion rubles. For comparison, in 2022 this figure was estimated at 40.3 billion rubles. Thus, an increase of 37.2% was recorded, as stated in the materials with which ^[1] got acquainted at the end of February 2025.

Novosibirsk Akadempark is a comprehensive scientific and technological platform with a unique innovative and business infrastructure. Work is carried out in four key areas: information technology, instrument engineering and science-intensive equipment, biotechnology and biomedicine, nanotechnology and new materials.

As of February 25, 2025, the total area of ​ ​ the buildings of the complex is 119.1 thousand square meters. The technopark operates 333 resident companies, the total number of employees of which exceeds 9.4 thousand people. Akadempark provides an opportunity to build or lease laboratory, manufacturing and office space for a mature technology business. For start-up startup teams, there is a business incubator, where projects are accompanied from the stage of the idea to entering the market.

The total volume of investments aimed at the creation and development of Akadempark amounted to about 14 billion rubles from 2007 to 2024. Approximately 6.35 billion rubles - budget funds, and the rest of the money was provided by private investors. According to TASS, in the future, up to 23 billion rubles will be allocated to expand the technopark. It is planned to build additional facilities at three sites. This, in particular, the creation of a new production zone in the village of Lozhok, as well as the construction of the Trapezia, a complex of several production, laboratory and office buildings adjacent to the territory of the technopark.^[2]

2017

Academpark Industrial Office Initiative

At a joint meeting of the Council of the Novosibirsk City Chamber of Commerce and Industry (NGTPP) and the Council of the Interregional Association of Enterprise Leaders (MARP) on November 2, 2017, an initiative was announced to create the Industrial Office of Akadempark, a permanent working group for the development of partnerships between innovative resident companies in Akadempark and industrial enterprises in the region.

An off-site meeting of the NGCCI Council and the MARP Council was held at the Akadempark site on November 2, 2017.

Promising areas of cooperation were identified:

• Search for industrial partners for mass production of innovative products of resident companies.
  • Many design teams working in Academpark have developed experience in the field of research, design and creation of industrial samples. But the deployment of mass production requires other competencies and production resources. They can be provided by industrial companies in Novosibirsk, and the Technopark is ready to act as a link in this process.

• Innovative developments commissioned by enterprises.
  • Akademprak residents have the competencies and capabilities to find solutions to complex technological problems at the modern level. The technopark could offer these opportunities to industrial companies to solve specific problems in the development of production, to eliminate "technological barriers."

• Akadempark has a whole pool of service technology companies that specialize in providing high-tech services of a wide variety of profiles. Novosibirsk enterprises could also place orders at the facilities of these companies.

The community of innovative companies that has developed on the territory of Akadempark is interested in the comprehensive development of partnership relations with industrial enterprises, "concluded Vladimir Nikonov, General Director of the Technopark of the Novosibirsk Academgorodok. - Therefore, we submit for discussion a proposal to create on the basis of Akadempark a tool for solving these problems - the Industrial Office. The meeting participants approved the proposal to create an Industrial Office, representatives of the NGTPP and MARP expressed their readiness to take part in this work.

Regional operator Skolkovo

In October 2017, a memorandum was signed on the creation of the regional operator Skolkovo between Technopark Novosibirsk Academgorodok JSC and the Development Fund of the Center for the Development and Commercialization of New Technologies (Skolkovo Foundation).

The development of Skolkovo as a federal development institute with a set of benefits and preferences for developing innovative companies has led to the need to extend these mechanisms to the regions of Russia. This distribution can only be carried out based on a system of similar institutions created in the regions.

The Technopark of Novosibirsk Akademgorodok (Akadempark) was chosen as the largest and most effective institution for supporting innovative business in the region. Both the regional government and the Skolkovo Foundation, Akadempark was identified as the main partner, or rather, as the future regional operator of the Foundation in the Novosibirsk Region.

Dismissal of Dmitry Verkhovod: results of work and plans

January 30, 2017 was the last day of Dmitry Verkhovod's work in Akadempark in Novosibirsk. On this day, at a press conference, he summed up his activities as general director and spoke about plans for the near future.

According to Verkhovod, Akadempark at the end of 2016 almost doubled its revenue, to 307 million rubles. Net profit amounted to 102 million rubles^[3]. He noted that for the first time in its history, the technopark made a profit. Until now, it has been planned unprofitable, in different periods it showed a loss in the region of 30-40 million rubles, said Dmitry Verkhovod.

According to Verkhovod, over ten years of operation of the technopark, its residents transferred more than 4.2 billion rubles of taxes, including 2.5 billion rubles, to the budget of the Novosibirsk region. He recalled that a little less than 3 billion rubles of public investment were invested in the project.

2016

Residents want to influence Academpark

On December 16, 2016, the Akadempark press service announced the decision of the heads of resident companies to unite to create a structure capable of protecting their interests. At the same time, they discussed the prospects for entering the share capital of the Technopark of the Novosibirsk Academgorodok.

Now there is no structure that would reflect the interests of the residents of Akadempark. The crisis associated with the unjustified change of the CEO of Technopark showed that we are quite divided. Our task is to unite and create a certain body that affects the main shareholder with the aim of the presence of residents on the Supervisory Board, changing the concept, charter and other documents of Akadempark. In addition, some residents are considering the possibility of entering the share capital of Technopark of the Novosibirsk Academgorodok JSC. Some of them are of the opinion that this is the only way to create documents that legally oblige the main shareholder to listen to the opinion of the innovative community.

As of December 2016, 99.997% of Akadempark's shares belong to the Government of the Novosibirsk Region represented by the Department of Property and Land Relations. The remaining 0.003% is controlled by the Technopark Akademgorodok Foundation, the founder of which is the Siberian branch of the Russian Academy of Sciences, the Novosibirsk Mayor's Office and the Government of the Novosibirsk Region.

Some Akadempark residents have already given prior consent to the share buyback. In the near future, the initiative group will collect all proposals from those wishing to enter the capital of the Technopark and send a letter to the shareholders. The procedure for repurchasing shares by residents will be possible only if the Government of the Novosibirsk Region agrees to issue an additional issue by closed subscription, as well as to conclude a shareholder agreement describing the legal rights of residents.

Following the results of the first general meeting, a working group of 20 people was formed - representatives of bio-, instrument-making and IT companies of Akadempark, residents of the business incubator. By the end of the year, they were instructed to develop proposals for the formation of an organization uniting residents, as well as to work out in more detail the issue of entering the share capital of Technopark of the Novosibirsk Academgorodok JSC.

Ex-Minister of Education Vladimir Nikonov appointed Director of the Technopark

On December 6, 2016, at an extraordinary meeting, shareholders of the Novosibirsk Technopark appointed a new general director. It was 64-year-old Vladimir Nikonov, former director of the Investment Development Agency and ex-Minister of Education of the Novosibirsk Region.

The new director will begin work on January 31, 2017. Until that time, the duties will be performed by Dmitry Verkhovod, who, by decision of the shareholders, was officially dismissed from his post, and the authorities of the Novosibirsk Region made a decision on this at the end of November 2016.

According to TAdviser sources, 5-6 candidates were nominated for voting for the new general director, including two people from residents of the technopark. "With the government's 99% share, it doesn't matter how the decision was made. I assume that unanimously, "says the interlocutor of TAdviser.

According to the regional government, a working group will be created to discuss the further development of the technopark. It should include representatives of the government, branches of the Russian Academy of Sciences and residents of the technopark. According to representatives of residents, they are waiting for a "reboot" of the technopark.

According to Vladimir Nikonov, at least two tasks have been identified. One concerns the management system of the technopark: according to him, when making decisions, the role of innovative companies should become higher.

I believe that proposals will be made that will affect, possibly, changes in the charter of the Technopark, - he explained to the local media.[7]

Another area of ​ ​ work is associated with the expansion of the functions of the technopark.

Technopark, as a property complex focused on creating conditions for the work of innovative companies, is one thing. In this project took place. But innovators and representatives of scientific institutes talk about the need to form a technopark as an effective tool for commercializing scientific developments, promoting the development of startups so that it serves as a certain core of the entire innovation system, "says Vladimir Nikonov.[7]

According to Irina Travina, chairman of the SibAkademSoft association, owner of SoftLab-NSK, the chosen candidate is a compromise: obviously, it suits both the governor and the legislative assembly.

He was the Minister of Education, Science and Innovation Policy of the region, and, naturally, in this post we talked with him quite often, "says Irina Travina. - At the same time, he is of retirement age. These, on the one hand, are pros - experience, the ability to lobby for interests in the government, contact with the governor, with the AP. At the same time, this is a minus for the technopark. As far as I understand, he did not have experience in leading the development institute. Let's see how he succeeds.

To be able to influence decisions on the work of the technopark, residents are working on the idea of ​ ​ becoming its shareholders, Irina Travina told Tadviser. According to her, they plan to offer the regional authorities to conduct an additional issue of shares so that residents redeem at least 2% of the authorized capital (approximately 62 million rubles). To do this, it is planned to identify those residents who are ready to invest. "There are many who wish, but whether we will gain 62 million rubles is an interesting question," she notes.

If this can be done, then it will be possible to enter the management of society on corporate laws, and not on the goodwill of the governor, - sums up Irina Travina.

Novosibirsk IT companies want to escape from the governor at Skolkovo

As TAdviser found out, residents of the technopark in Novosibirsk would like to go under the wing of Skolkovo. Innovative companies plan to discuss such a scenario on November 8, 2016, Irina Travina, chairman of the SibAkademSoft association, owner of SoftLab-NSK, told TAdviser. Thus, the residents of the technopark did not come to terms with the sudden dismissal of the permanent CEO Dmitry Verkhovod, which was initiated by the governor of the Novosibirsk region Vladimir Gorodetsky.

In order not to depend on the regional authorities, residents of the technopark are exploring the possibility of transferring it to the status of a federal development institute, explained Irina Travina. Theoretically, it is possible to make it a Skolkovo special territory.

This is one of the possible options. This will make it possible - with a regular change in regional power - not to envy the whim of people with limited horizons who do not understand why a technopark is needed, says Irina Travina.

In August 2016, the Ministry of Finance proposed creating Skolkovo analogues in the regions of Russia in order to replicate the model of the innovation center throughout the country. It is planned to create a network of regional operators with whom the Skolkovo management company will be able to conclude agreements on the joint implementation of projects. Thus, territorial restrictions can be removed from the activities of the innocenter, and Skolkovo will be able to provide its services in different regions - at special areas. To obtain the status of a "special" territory, regional operators must have the necessary physical, scientific, innovative infrastructure.

One of the most developed technology parks in Russia was built in an academic town in Novosibirsk. That is, he has the necessary infrastructure to become a branch of Skolkovo.

This is a real scenario, says Irina Travina. To implement it, you will need to look for supporters in the federal government.

It is worth noting that at the end of October 2016 at the Open Innovations forum, the president of the Skolkovo Foundation, Viktor Vekselberg, speaking about regions that could work under the wing of the innocenter, listed territories with high-tech projects.

At the end of September, the draft law of the Ministry of Finance on special territories of the Skolkovo Innocenter was approved by the Ministry of Economic Development. Further, the document will be considered by the government of the Russian Federation.

As Irina Travina told TAdviser, on November 3, at a meeting of the supervisory board of the Technopark of the Novosibirsk Academgorodok, Governor Vladimir Gorodetsky did not name the justified reasons for Verkhovod's dismissal. On December 6, 2016, an extraordinary general meeting of shareholders was appointed with the question of changing the general director. The candidates for the post of governor have not yet announced. But behind the scenes it was called, including Irina Travina, she said herself. However, she understands that her figure is most likely considered as "passing." Whether she will accept this proposal, the chairman of SibAkademSoft has not yet decided.

There are now more than 350 residents in the Novosibirsk Technopark. These are innovative enterprises working in several areas: biomedicine, nanotechnology, IT, instrument making. For example, POLUS-ST is creating a mobile X-ray machine that is smaller and cheaper than analogues and can work in the field. LOGEEKs is developing medical implants made on a 3D printer for surgery on the bones of the skull. Using this development, 15 operations have already been carried out at the Novosibirsk Research Institute of Traumatology and Orthopedics (NIITO), as well as at medical centers in Tyumen, Rostov-on-Don and Moscow. AT Consulting East has created the Smart-Center IT system, which has simplified the provision of public services on a one-stop shop basis. The development was put into operation more than in 30 offices of the MPSC "My Documents" in the Far East.

One of the leading residents is OCSiAl, whose product revolutionized materials science, they say in the technology park. OCSiAl synthesizes single-wall carbon nanotubes, which are one hundred times stronger than steel, four times lighter than it. For example, smartphone touchscreens can be replaced with a stronger and more flexible electrically conductive film, and this will cost tens of times cheaper. In 2013, the company commissioned Graphetron 1.0, the world's largest industrial plant for the synthesis of single-wall nanotubes. OCSiAl is an international company with over 800 major multinational corporations, concerns and companies. OCSiAl offices and representative offices are open in Columbus (Ohio), Luxembourg, London, Berlin, Seoul, Hong Kong, Shengen, Tel Aviv, Singapore, Mumbai.

It is in the Novosibirsk academic town that the main development center of the Russian group of companies is located, CFT which is one of the top 10 largest IT developers in Russia. Among other things, the company has created an "Electronic Travel Card" - a system of non-cash payments for travel in public, transport which operates in 18 regions of Russia (according to the results of 2015).

Residents of the Novosibirsk Technopark turned to Putin in defense of their director

On October 31, the heads of the non-profit partnership SibAkademSoft, which unites innovative companies in Novosibirsk, wrote an appeal to Russian President Vladimir Putin with a request to understand the situation with the Technopark of the Novosibirsk Academgorodok.

Representatives of the innovative business categorically disagree with the decision of the Governor of the Novosibirsk Region Vladimir Gorodetsky, who on October 27 unexpectedly announced the change of the general director of the technopark Dmitry Verkhovod. Residents of the technopark have already written an open letter to the governor asking him to postpone this decision and discuss such an issue publicly, and not behind the scenes.

In an appeal to the president, representatives of companies say that the inspection of the technopark by the Control and Accounts Chamber did not reveal any violations of the law, facts of inappropriate or ineffective use of budget funds: the inspectors made several economic comments that are corrected in working order. After that, the deputies of the regional legislative assembly discussed the results of the audit behind closed doors, and then the governor announced the decision to dismiss Dmitry Verkhovod from the post of general director.

From everything that happened, we conclude that this decision was made by the governor under pressure from a group of deputies who, for some reason, are interested in controlling the technology park. This decision was made without the participation of representatives of innovative companies and representatives of the Siberian Branch of the Russian Academy of Sciences, - says the appeal of NP SibAkademSoft.

"The Verkhovod is not pleasant to something. We do not understand what, - says Irina Travina, chairman of NP SibAkademSoft, to TAdviser. - I don't know what interest the regional authorities have to remove the successful director. Interests in the form of specific people have not yet floated. "

Several sources of TAdviser, close to the technopark, speak of the political background of dismissal. The ground for him could be the existing conflict between Governor Vladimir Gorodetsky and Speaker of the Legislative Assembly Andrei Shimkiv. According to one version, the speaker of the AP made certain concessions to the governor in exchange for the dismissal of the director of the technopark. For what purpose the deputies want to take control of the technopark - it is not yet clear. At the same time, candidates for this position are unknown.

"This is a high-level conflictology," says one of the residents of the technopark. "They say he [Verkhovod] is a man in an ivory tower. The towers are glowing, life is boiling, profits are coming. And here, you see, the regional budget does not make ends meet, "said one of the representatives of the innovative business of Novosibirsk.

This is a political decision that has nothing to do with the results of my work. There is a conflict that I became a victim of, "Dmitry Verkhovod told TAdviser.

He refused detailed explanations. On his Facebook page, he noted that "all the years of his work relied on understanding, support and trust from the leadership of the region": "It seems that times have changed." According to him, the problem is not in the decision to dismiss him (this is the right of the shareholder), but in the fact that this decision was made without taking into account the opinion of those whom it directly affects, who connected their case and their lives with Akadempark.

In their appeal to Putin, representatives of innovative companies ask that the appointment of the director of the technopark take place on a competitive basis. "Dmitry Verkhovod has the right to participate in this competition," they summarize.

Verkhovod did a lot for the technopark. He, in fact, created it, "says executive director Igor Sorokin.

According to him, the Novosibirsk model of the technopark is unique in that it initially took into account many wishes and requirements of the innovative business. The concept was developed for two years, interviewing about 200 companies.

When we started construction, we very clearly understood what and how to build, what technologies should be equipped with service companies that will help innovative ones. All the necessary infrastructure was created, - says Igor Sorokin. - The most important thing has been created in Novosibirsk - a factory for the production of new innovative businesses.

Now there are more than 350 residents in the Novosibirsk technopark. In the spring of 2016, Dmitry Verkhovod reported that in general, 4.2 billion rubles of state investments were invested in the technopark, and resident companies had already paid taxes totaling 4.8 billion rubles.^[9]

On November 3, the supervisory board should meet, where the time of the general meeting of shareholders and its agenda will be decided (with the question of changing the director). According to a TAdviser source close to the members of the supervisory board, Governor Vladimir Gorodetsky, who wanted to attend, will participate in the meeting. Without him, the interlocutor suggests, the council members could postpone the decision, and so they are likely to agree with his demand. In this case, the meeting of shareholders, which will change the general director, may be held in early December 2016.

120 startups

On October 14, 2016, the press service of the Technopark Akademgorodka Foundation announced the results of 10 years of the foundation's activities.

In 2006, the Technopark Akademgorodka Foundation was created to organize and effectively operate the technopark in the Novosibirsk Region. One of the main tasks of the organization is to ensure the operation of the infrastructure and support start-up innovative companies. Acceleration Program - Academpark Summer and Winter Innovation Schools began operating in the summer of 2010. 1.4 thousand participants were trained, 110 startups were formed from scratch.

2013

Performance indicators

In 2013, Akadempark became the most efficient technology park in Russia, it exceeded the planned values ​ ​ for all performance indicators, with the exception of budgetary efficiency, which turned out to be slightly less than the planned value.

The volume of products and services in the field of high technologies produced by 156 resident companies of Akadempark in 2013 amounted to 6.46 billion rubles, which is 59.7 million rubles higher than the planned value.

Commissioning of the second tower - Collective Use Center

In 2013, the second "tower" was commissioned, with an area of ​ ​ 18,777 sq.m. - the Collective Use Center. Soon it will house an intercollegiate master's degree in engineering, a center for technical creativity of schoolchildren and offices of residents.

In 2013, the Technopark of the Novosibirsk Academgorodok became more by 20,000 square meters, added to the list of residents, "grew" a dozen startups and held more than 150 events attended by 7,000 people. The number of residents of the Technopark of the Novosibirsk Academgorodok is currently 280 companies, of which 71 are residents of business incubators.

One of the main outcomes of the year can be considered the fully formed technological infrastructure of each Akadempark cluster (IT, instrumentation, biotechnology and medicine, nanotechnology and new materials). So, in 2013, the Virtualization Center was launched. The object provides IT cluster residents with access to virtual servers. An engineering center for comprehensive testing of software products is being prepared for launch next year. In accordance with the plans for the development of the cluster of "nanotechnology and new materials" in November 2013, the Center for Nanostructured Materials was presented to the head of the region, as well as to the chairman of the board of RUSNANO. The second stage of construction was completed - a high-pressure gas pipeline was carried out. Thus, the nanocenter is the most technically complex object of Akadempark: 8 MW of electrical power, an underground chemical storage facility, gasification stations for supplying technology with nitrogen, and much more.

The acceleration system in Akadempark is also developing in four clusters. The biotechnological incubator was added to the business incubators created in 2012 in the areas of instrumentation and IT. In 2013, a biotechnological incubator was added. Startups in the field of "nano-bio-med" are working in specially equipped laboratories of the Medical and Biological Engineering Center. Projects in the field of nanotechnology are supported by the SIGMA Novosibirsk Nanotechnology Center, which already has 21 startups in its portfolio.

In 2013, a program was developed, planned back in 2009, to build a cottage village for employees of Akademparka resident companies. In the first half of the year, the village planning project was approved, designed for 269 households, rights to a land plot were obtained. An architectural concept has been developed, the design of utilities has been completed. Currently, the design of residential buildings is at the final stage, it is planned to obtain a building permit in the first quarter of 2014.

As of June 2012, the technopark of the Novosibirsk Academgorodok (Akadempark) is a multi-directional complex with a cluster structure. 85 resident companies with 1,395 jobs work in the field of IT and telecom, biotechnology and biomedicine, instrument making, new materials and nanotechnology. The amount of financing is 11,660,982 million rubles. In early 2012, the Technopark Information Technology Center ^[10] commissioned here ^[10].

2010

Reporting on the results of the work of the technopark in the Novosibirsk region at a meeting of the United Russia party in April 2010, Vladimir Putin mentioned that the volume of products produced by the technopark in 2009 amounted to 3.3 billion rubles.

Commissioning of the first building

In June 2010, the first Akadempark building and the first object of its technological infrastructure, the Prototyping Center, were put into operation.

Criminal case against the head of the department of the Novosibirsk mayor's office

In July 2010, it became known that a criminal case was initiated against the head of the construction and architecture department of the Novosibirsk City Hall, deputy mayor of the city, Sergei Boyarsky. He is suspected of misuse of budget funds (4.7 million rubles) transferred for the construction of a technopark. The criminal case was initiated based on the results of the inspection of Rosfinnadzor.

The contractor under the contract, which formed the basis of the prosecution, was the enterprise "Department of Energy and Water Supply of the Siberian Branch of the Russian Academy of Sciences" ("UEV SB RAS"). In its official statement regarding the criminal case against the deputy mayor, the company denied information about the "agent" nature of the contract concluded with the suspect's department.

"The contract for an unknown and incomprehensible reason was called" agency, "although its subject was not indicated by intermediary services, but by design, engineering and construction and control activities. 2007-2009: 3.2 billion rubles spent on the creation of the technology park

In total, in 2007-2009. 3.2 billion rubles were allocated for the creation of a technopark in Novosibirsk, of which about 2.2 billion were spent on the construction of infrastructure facilities.
