All-Russian Society of Inventors and Innovators (VOIR)

The first meeting of VOIZ took place in the Kremlin Palace in 1932. Since 1958, the Society was renamed the All-Union Society of Inventors and Innovators (VOIR). By 1988, the Company had more than 118 thousand enterprises and more than 14 million inventors and innovators. Over the years of its existence, VOIR activities had impressive results: if in 1939 26.9 thousand inventions were registered, then in 1987 - already 83.7 thousand. These figures were significantly higher than in some of the most progressive countries in the world, such as the United States (82.9 thousand), Japan (62.4 thousand), Germany and Great Britain (28.7 thousand). The country managed to keep them until the collapse of the USSR in 1991, when the number of registered inventions decreased by 4 times.

2017: The first meeting of the Expert Council on Invention and Rationalization, created on the initiative of VOIR, was held in the State Duma

On February 21, the first meeting of the Expert Council on Invention and Rationalization, Intellectual Property, Engineering, Children's Scientific and Technical Creativity was held at the Committee of the State Duma of the Federal Assembly of the Russian Federation on Economic Policy, Industry, Innovative Development and Entrepreneurship, created on the initiative of the All-Russian Society of Inventors and Innovators (VOIR).

As part of the meeting, the participants discussed the improvement of institutional mechanisms for technology transfer, the development of cooperation between the state, science, authors of REED, industry and business, rationalization as a way to increase labor productivity and competitiveness of domestic industry, various systems of motivation to engage in invention and rationalization, measures of property, tax, financial, information support and award policy, issues in the field of intellectual property.

The event was opened by the deputy of the State Duma of the Federal Assembly of the Russian Federation V.V. Sysoev, presentations were made by S.Yu. Matveev, Director of the Department of Science and Technology, Ministry of Education and Science Russia S.N. Leshchenko, Deputy Director of the Department of Strategic Development and Innovation Ministry of Economic Development of Russia, G.I. Senchenya, Advisor. (Rospatent), A.A. Ishchenko, Chairman of the Central Council of the All-Russian Society of Inventors and Innovators (VOIR), V.V. Khomenko, Vice President of the Academy of Sciences of the Republic of Tatarstan, corresponding member, A.A. Mashukov, Chairman of the Innovation Committee of the Tyumen Region.
