2024: Head of the Procurement Department of the Oncology Dispensary received 7 years in prison for a bribe

The Bryansk District Court sentenced to seven years in prison in a general regime colony the former head of the procurement department of the regional oncological dispensary in a bribery case. This was announced by the United Press Service of the Courts of General Jurisdiction of the Bryansk Region in early March 2024.

According to the investigation, from September 2021 to October 2022, the culprit received a bribe from a representative of a pharmaceutical company in the amount of 352,200 rubles for ensuring the systematic conclusion of direct contracts for the supply of medicines without bidding. The crime was revealed by employees of the Office of the Federal Security Service (FSB) of Russia in the Bryansk region.

The woman was found guilty of committing a crime under paragraph "c" of Part 5 of Art. 290 of the Criminal Code of the Russian Federation (receipt by an official through an intermediary of a bribe in the form of money for committing actions in favor of a bribe giver, if these actions are included in the official's official powers or if, by virtue of official position, it can contribute to these actions, on a large scale). Her name has not been revealed.

In addition to punishment in the form of 7 years of imprisonment in a general regime correctional colony, the former head of the procurement department of the Bryansk Regional Oncological Dispensary was fined a little more than 1 million rubles, which corresponds to the threefold size of the bribe received, because of which the ex-employee of the medical institution went on trial. In addition, in accordance with the court's decision, she is prohibited from holding positions in the public service and in local self-government bodies related to the implementation of organizational and administrative functions for three years after serving her term.[1]

Fine to former head physician for bribes

On August 10, 2023, the Sovetsky District Court of Bryansk sentenced Igor Katskov, the former head physician of the Bryansk Regional Oncological Dispensary. He was found guilty under Part 2 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe in a significant amount through an intermediary) and was sentenced to pay a fine of 1.4 million rubles. The Investigative Department of the TFR in the Bryansk Region has charged the former head of the procurement department of the Bryansk Regional Oncological Dispensary with taking a bribe. The press service of the department announced this on May 15, 2023.

According to investigators, in the period from October 2021 to March 2023, a woman, holding the position of head of the procurement department of an oncological dispensary, while in the city of Bryansk, received a bribe in the form of money in the amount of at least 300,000 rubles through an intermediary from a commercial organization.

The funds were transferred to an official for ensuring the conclusion of direct contracts for the supply of medicines without bidding. The crime was revealed by employees of the UEBiPK of the Ministry of Internal Affairs of Russia in the Bryansk region together with employees of the regional department of the FSB of Russia.

The 43-year-old woman was charged on the grounds of a crime under paragraph "c" of Part 5 of Art. 290 of the Criminal Code of the Russian Federation (receipt by an official through an intermediary of a bribe in the form of money on a large scale). At the request of the investigative body, the court chose a preventive measure in the form of detention against the accused. The name of the arrested person has not been disclosed. Local media also do not have the details of the case. Who is the alleged intermediary in the possible transfer of a bribe and which company appears in the case, the investigation department also did not report.

As the newspaper Argumenty i Fakty notes, by mid-May 2023, a number of lawsuits related to corruption in health care organizations are underway in the region's Bryansk region. So, the other day the court sentenced the ex-head physician of the Bryansk city hospital No. 1 Konstantin Vorontsov for bribery to five years in prison with a fine of 5 million 470 thousand rubles[2]
