2025: Opening an office in Russia

On October 7, 2025, it became known that the first representative office of a North Korean IT company appeared in Russia. An office in Vladivostok was opened by a firm called Bulgunbyol Technology Trading Company, associated with the Red Star Technology Exchange Company of the DPRK.

It is known that the Russian structure of Bulgunbyol Technology Trading Company was formed on September 24, 2025 with the assistance of the DPRK Chamber of Commerce. In Russian registries, the organization appears as "Representative Office of the Technical Foreign Trade Company Pulynpel DPRK." The main activity is declared "a study of market conditions and the study of public opinion." The head of the enterprise is Kim Chol Yong; at the same time, the company has five foreign workers. The office is registered at the address: Primorsky Krai, Vladivostok Island, Vladivostok, st. Bosphorus, 42 (a building in the coastal zone near the Bosphorus Vostochny Strait).

The first North Korean IT company opened an office in Russia

The mentioned Red Star Technology Exchange Company develops operating systems on the Linux kernel. Initially, the interface of these software platforms was similar to Microsoft Windows, but in 2013 the developers reoriented themselves to the appearance of Applemac OS. The latest released version of Red Star 4.0 dates from 2018-2019.

According to RBC, the office of Bulgunbyol Technology Trading Company is open in Russia not for the distribution of Red Star products, but for the export of IT workers. It is emphasized that Bulgunbyol Technology Trading Company is the first company from the DPRK, registered in Russia in 2025. Earlier, representative offices of other North Korean companies (not related to IT) were opened, despite UN sanctions against North Korea, which prohibit citizens of the country from receiving income abroad.[1]
