2023: The Federal Treasury revealed millions of inappropriate spending of the federal budget in clinics in the Belgorod region
On September 1, 2023, it became known that the Department of Health of the Belgorod Region challenged in court the claims of the local Department of the Federal Treasury (UFK), which revealed millions of misuse of the federal budget in a number of medical institutions.
We are talking about federal funds allocated to combat the COVID-19 pandemic in 2020: the money was provided in two tranches - to re-equip laboratories and outpatient medicines for infectious patients. In 2021, the UFK in the Belgorod region conducted an unscheduled check of the use of these funds. It was established that about 10% of patients out of 7.4 thousand cases in the region did not receive proper treatment. In addition, a report on financial costs was not provided to the Ministry of Health.
The audit showed that the Children's Regional Clinical Hospital, which received 3.3 million rubles for PCR studies, did not conduct them. At the same time, the Pavlovsky Infectious Diseases Clinical Hospital, the Children's Regional Clinical Hospital and the City Hospital No. 2 purchased equipment in the amount of 2.5 million rubles that does not comply with the nomenclature established by the government. Under a contract worth 41 million rubles for the purchase of equipment, the Department of Health illegally reduced the amount of the penalty to suppliers. Violations were also revealed in terms of specifying the timing of commissioning of 14 of 35 items of laboratory equipment.
The Arbitration Court of the Belgorod Region initially confirmed the validity of the claims of the UFK, but the Department of Health challenged this decision. According to the decision of the Court of Appeal, the equipment purchased by medical institutions is equivalent to that approved by the government, and therefore spending is targeted. In addition, the amount of the penalty to the contractors turned out to be legal. The relevant conclusions were confirmed by the Arbitration Court of the Central District.
