The complex of urban planning policy and construction of the city of Moscow is a structure that integrates all the processes of urban planning development of the metropolis: from the development of the Master Plan, the design and issuance of GROM, interaction with investors to estimated rationing and pricing during design and budget construction, from monitoring prices for construction materials to work with trade unions and self-regulatory organizations.
As of May 2021, the Construction Complex unites seven executive authorities of the Moscow Government:
- Department of Urban Planning Policy,
- Department of Construction,
- Moscow Committee for Architecture and Urban Development,
- Moscow Committee for Investment Project Support and Participatory Construction Oversight,
- Moscow Committee for State Oversight in Construction,
- Moscow Committee for Pricing Policy in Construction and State Project Inspection,
- Department of Development of New Territories.
