The decision on creation of Consortium was made at the end of 2010 when the State Radio Frequency Commission (SCRF) suggested the leading Russian telecom operators to integrate for joint studying of a possibility of creation in Russia of 4G networks on LTE technology.

Governing bodies
In April, 2011 Participants of Consortium 4G defined its organizational form and the structure of governing bodies. The consortium which includes the companies "VimpelCom", "MegaFon", MTS and "Rostelecom", is created in the form of the union – the non-profit organization based on membership of founders – legal entities. Council into which about one representative from each company will enter will become the supreme body of management of Consortium.
