History
2023: Launch of the Healthcare Marketplace
The online health management service Budu, part of the Renaissance Insurance group, launched its own marketplace for medical services in May 2023, uniting users, clinics and laboratories on the same site. Thanks to the new project, as noted by its authors, the user will not need to view a large number of sites or contact several organizations to find the necessary service at the optimal price, all information will be available on the marketplace.
It is claimed that the site will allow customers to reduce up to 30% of the cost of solving health problems. By May 2023, Budu is already cooperating with major Russian medical organizations and laboratories that will offer their services on the platform.
At the first stage, laboratory tests and checkups will be presented, since after market research as part of the VHI direction, it became clear that many tests are not covered by VHI and require additional costs for the patient. In the near future, various diagnostic methods, visits to doctors, the purchase of medicines and dietary supplements will be available on the marketplace. Budu charges 5-20% for organizing the patient management process, depending on the services, prices and terms of contracts, but at the same time assumes the cost of attracting customers.
The launch of the marketplace will lead not only to increased competition in the field of medical services, but also to more choice for patients, including at a price, says Budu CEO Jeyhun Rakhmetov. - 2022 was a difficult year for private medicine: the growth in demand for medical services, starting in the spring, by the fall gave way to a fall - savings, relocation. There is no universal solution yet to how clinics adapt to changing demand, but the market situation forces players to be more flexible.[1] |

Application to the Ministry of Economic Development for the creation of an experimental legal regime
On July 20, 2022, it became known that the Budu medical tech service submitted an application to the Ministry of Economic Development to create an experimental legal regime (EPR) to regulate telemedicine in Russia.
According to Vedomosti, citing a representative of the Digital Economy non-profit organization (ANO), which includes representatives of the Ministry of Economic Development and Roszdravnadzor, the ANO working group issued a positive opinion on Budu's request.
According to a service representative, the experiment proposed by Budu involves remote diagnosis of certain diseases. These include SARS, coronavirus COVID-19 diseases of the thyroid and other endocrine glands, chronic diseases of the lower respiratory tract, as well as diseases of the esophagus, stomach and duodenum, liver, gallbladder, biliary tract and pancreas, etc. In this case, the doctor will prescribe symptomatic treatment with over-the-counter drugs online. A remote diagnosis can be made after a full-time visit to a doctor, even if he conducted an appointment in another clinic. During such a telemedicine consultation, the doctor will be able to prescribe treatment online without restrictions.
The Budu experiment is proposed to be deployed throughout Russia. Other participants in the telemedicine market may join the company's application, said Budu CEO Denis Shvetsov. The Budu service, launched in 2021, provides for a combination of online and offline interaction with doctors. The company does not disclose data on revenue and the number of consultations. It follows from the resident card on the Skolkovo website that Budu provides remote medicine services for 250,000 clients, Vedomosti reports. According to the publication, of the previously submitted similar applications, not a single one has yet been approved[2]
