Recovery of 21 million rubles for the supply of 9 low-quality ventilators for children to the hospital
On December 15, 2025, the Arbitration Court of the Bryansk Region satisfied the claim of the deputy prosecutor of the region against Extramed to recover damage for almost 21 million rubles. The decision was made in connection with the supply of 9 low-quality ventilators to the children's hospital.
The court found that a state contract was concluded between the State Budgetary Health Institution "Bryansk Regional Children's Hospital" and the supplier Extramed LLC. According to this document, Extramed has pledged to supply Millennium ventilators for newborns and children.
In theAfter the equipment was delivered and paid for in May 2022, the prosecutor's office of the Bryansk region checked it. The examination of Roszdravnadzor showed that it is impossible to establish the quality and confirm the safety of these medical devices. The equipment was not registered in Russia, which posed a direct threat to the health of patients.
Since the devices did not meet the requirements, they were moved to the quarantine zone of the hospital. At the request of the prosecutor's office, the funds of six bank accounts of Extramed LLC were seized and a ban was imposed on any transactions in relation to five cars owned by the supplier company.
The court recognized that the obligation of Extramed LLC was performed inappropriately, and the supplier's guilt in causing losses was proven. The claims of the prosecutor's office were satisfied in full.
The amount of damage caused by Extramed amounted to the full cost of the contract - 20,754,747 rubles - and is subject to recovery from the budget of the Bryansk region.
The decision of the court at the time of publication has not yet entered into legal force and can be appealed to the Twentieth Arbitration Court of Appeal.
According to the press service of the prosecutor's office, a criminal case was sent to the court against the head of Extramed LLC, initiated on the basis of the materials of the prosecutor's check. She was charged under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale using her official position), part 1 of Art. 238.1 of the Criminal Code of the Russian Federation (sale of unregistered medical products on a large scale) and part 1 of Art. 201 of the Criminal Code of the Russian Federation (abuse of authority).[1][2]
The arrest of the general director in the case of fraud for ₽28 million
The head of the Bryansk company "Extramed," specializing in the supply of medical equipment, was detained on suspicion of fraud in the execution of a state contract worth over ₽28,3 million. The woman is accused of supplying unsuitable medical equipment to the Bryansk Regional Children's Hospital instead of high-quality ventilators for newborns. This was announced on August 13, 2025 by the joint press service of the Bryansk courts.
The court decided to detain the suspect until October 10, 2025. According to the Federal Tax Service, the founder and general director of the Extramed enterprise is Tatyana Zericheva. The trading company was founded in 2015 and positions itself as a supplier of medical equipment and consumables for medical institutions throughout Russia.
The investigating authorities found that in 2020 the Bryansk Regional Children's Hospital signed a state contract with Extramed LLC for the supply of artificial lung ventilation devices for newborns. The total cost of the ordered medical equipment exceeded ₽28,3 million, which indicates the scale of the planned delivery.
However, the CEO of the company violated the terms of the concluded contract, attracting a third party to fulfill its obligations. Instead of supplying high-quality equipment that meets the technical requirements of the contract, the head of the company organized the purchase of medical equipment in Moscow at a reduced cost.
The ventilators purchased were fitted with non-certified compressors, making them unsuitable for medical use. Such equipment could not provide the necessary level of safety and effectiveness in the treatment of newborn patients requiring respiratory support.
As a result of the examination, it turned out that the supplied ventilators do not meet the technical characteristics and quality requirements stated in the contract. Medical equipment proved completely unsuitable for further use in a children's hospital setting, jeopardizing the quality of care for newborns.[3]
