Using the City System it is possible to pay housing and communal services and communications, the Internet, cable and satellite television, taxes and penalties of traffic police, kindergartens and training, to extinguish the credits, to fill up e-wallets, to make donations for benefit of charitable foundations and all other necessary payments.

The FSG technology is developed by Center of Financial Technologies Group. The City system entered the market in 1999, in 2006 acquired the status Federal. On technology of the City System in 83 regions of the Russian Federation more than 900 agents, 20,000 federal and regional service providers, 40,000 rallying points of payments in which payment of services as by a cash method – in cash desks and self-service terminals is performed, and non-cash work: via ATMs, services of Internet and mobile bank.

The federal City System is included into the Center of Financial Technologies Group.

2015

For 2015 95 new agents, the number of the services available for payment became partners of one of the leading aggregators of the market of mass payments – the Federal City System (FCS) – increased by 1.8 thousand, the number of payments for benefit of the state departments doubled, active development was gained by service of payment acceptance in salons of the companies Euroset and "VimpelCom". Within expansion of partnership with Russia Federal State Unitary Enterprise Pochta to the City System are connected UFPS St. Petersburg and the Leningrad Region, process of integration with Managements of a federal mail service Siberian and the Far Eastern Federal District continued. For the reporting period Federal City System (FCS) is started the new website of a System of charges of housing and communal services, the popularity of the Payment office of the City System which allows to pay the most demanded services through the Internet in cards Visa and MasterCard considerably increased: the number of payments at the end of 2015 increased by 4 times.

2013

During 2013 more than 100 agents are connected to a system and about 1200 new services appeared. Turnover increased twice in comparison with previous year and exceeded 152 billion rubles.

In reporting year ten branches of Rosselkhozbank, branches of Asian-Pacific Bank, "MOSOBLBANKA" and others were connected to federal network of the City System. Within expansion of partnership with FGUP Russian Post agreements are signed with five new branches which total number thus reached 14.

In 2013 specialists of the company develop the integration solution for interaction with the State information system about the state and municipal payments (GIS GMP) – the complex adapter of CFT-Gosuslugi.

This development allowed agents of a system to automate the procedure of information exchange about payments and debts of payers between the organizations and GIS GMP. The relevance and technological effectiveness of this solution already estimated 72 partner banks, in particular, the solution also others acquired St. Petersburg Bank, BANK ROSSIYA, MDM Bank, OTKRYTIYE Bank, MTS Bank, OTP Bank.

The federal City System is the large aggregator of payments with an extensive partner network of points and pays considerable attention to technology development for the purpose of ensuring fast and high-quality data exchange between all participants of process of charge and collecting of payments. In the 2013th year active system implementation of charges City, automating settlement process of charges for utilities proceeded. Today service is used by suppliers of housing and communal services of 12 cities of the Russian Federation. Also in the System of charges City new modules were developed, and development of functionality regarding accounting and calculation of charges continued, for example, the functionality on accounting of privileges of social groups of the population is implemented.

History

2018: Canceling of the commission on remote payment of services

Since February 1, 2018 in a payment office of the City system the additional fee on payment of educational services is cancelled Russian Federation. Money payments for benefit of municipal, state and commercial educational institutions are accepted in all regions Russia on bank cards of payment systems Visa Mastercard, "World" any bank of the Russian Federation.

Canceling of the commission affects two federal services of a payment office:

• "A kindergarten, school, additional education, DShI (budget) – the Russian Federation": payment of services of municipal and public institutions;
• "A kindergarten, school, additional education, DShI (not the budget) – the Russian Federation": payment of commercial services of the educational organizations.

Using these services payment of a broad spectrum of items of expenditure is possible:

• visit of kindergarten;
• training at comprehensive school;
• training in a specialized secondary and higher educational institution;
• a power supply in kindergarten and school;
• accommodation in the hostel;
• training in the state, municipal, commercial institution of additional education.

The payment office of the City System is the universal and dynamically developing online site accumulating versatile, popular and unique services and goods for payment. To users of an online service of the City system well more than 3.9 thousand services, among which — housing and public utilities, communication, the Internet, TV, state services, educational services, insurance payments, replenishment of e-wallets, orders of the network companies, rates on sport, online games and many other things. 2017

Connection more than 3.4 thousand departments of a mail service in the Northwestern Federal District

On August 14 the federal City system announced connection to infrastructure of FSG more than 3.4 thousand departments of a mail service in the Northwestern Federal District.

The next stage of the FSG and Russian Post joint project on industrial scaling of the Single automated system of departments of a mail service (EAS RPE) which is a universal technology platform for profile mail and financial services was completed. Now the majority of demanded regular services became available for payment in EAS RPE to 3,474 departments of a mail service in the following subjects of the Russian Federation: in the Arkhangelsk, Vologda, Murmansk, Novgorod, Pskov regions, the Republic of Karelia and the Komi Republic, the Nenets Autonomous Okrug.

So, as of August 14, in the post offices located in the territory of the specified regions all services of the housing-and-municipal sector, service of fixed and mobile communication, the Internet and also public services are automated and open on payment acceptance. In a zone of the next development — connection to a technology platform of FSG of all service providers of Russian Post in St. Petersburg and the Leningrad Region of the macroregion the Northwest (MRTs the Northwest).

Within the project of automation of departments of a mail service in the Northwestern Federal District one-time connection about 2.5 thousand service providers of Russian Post acting under the direct agreement with the national mail operator to EAS RPE using a software module of the federal City system was implemented.

Process of automation of post offices took place in parallel in several managements of a federal mail service (MFMS) and came to the end with transition of the project to commercial operation. It is expected that the technological solution of the City system will allow UFPS to refuse paper technology of vendor interaction of services, for example, of transfer to suppliers of detachable parts of receipts, paper reports, etc.

In addition in FSG noted implementation of a possibility of loading in the Single automated system of registers of subscribers which contain such data as details legal the organization, data on debts, etc. Now the operator of department of a mail service does not need to fill out information on payment, it is only necessary to perform search of charge in EAS RPE. This solution allows to reduce holding time of the client and to minimize quantity of errors of manual entry of data and also to perform informing on debts in rallying points.

Connection to infrastructure of FSG of branches of the Macroregional centers of FGUP Russian Post is, certainly, a large-scale project which task is providing a convenient service of fast payment of services as for the operators accepting payments and for payers — Mikhail Polomoshnov, the chief executive of the federal City system told. — FSG technologies allow to provide a single system of collecting and payment processing from the population, and today they are demanded among our partners — more than 900 credit and not credit institutions. We are ready to broadcast the accumulated experience to our potential partners — whether it be a single enterprise or the whole city.

Connection of Payment of Housing and Public Utilities — the Russian Federation service

On March 30, 2017 the Federal City System (FCS) company announced inclusion of a possibility of payment of housing and communal services for the population by means of service "Payment of housing and public utilities – the Russian Federation".

The technological solution is executed as a result of integration into reference books of the State information system of Housing and communal services (GIS of housing and public utilities). Data with details of prime vendors of utilities come to the City System from reference books of GIS of housing and public utilities that allows to autocomplete the most part of details of the receiver of payment.

For March 30, 2017 it is possible to use service in departments of partner banks, in the online-mode – using a payment office of the Federal City System.

For March 30, 2017 in infrastructure of the Federal City System the full range of services is available: from utility payments, payment of taxes, the credits and orders of online stores before payments for training and charitable contributions. As the aggregator of the payment market, the City System aims to provide a universal technology platform for all who are interested in fast, convenient and safe payments. 2015

FSG accepts payments of individuals to FTS

On June 30, 2015 FSG company announced start of functionality of acceptance of the state fees at natural persons by means of a payment office of a system – pay.kvartplata.ru, cash desks of banks and trade and service companies, to the Federal Tax Service.

It is possible to pay the state fees:

• for registration, repeated issue of the registration certificate of legal entities and individual entrepreneurs (IE);
• for registration of the termination of activity of the individual as SP;
• for providing data on a TIN and the check point (EGRN),
• data and documents from the Unified State Register of Legal Entities (USRLE) and  the Unified State Register of Private Entrepreneurs (USRPE) in a standard and urgent order;
• for repeated issue of the certificate on registration in tax authority;
• for providing information from the register of the disqualified persons.

Payment can be carried out via the Internet in  the Payment  office of the City System, through  services  of Internet system maintenance City, in  cash desks  of partners of the City System in all territory of Russia.

The service is available only to individuals. Reliability of payment transfer, accepted by the City System, is provided with cooperation with the System of interdepartmental electronic interaction. Within this cooperation all information on the payments accepted in infrastructure of the City System in online the mode is transferred to the State information system of the state and municipal payments (GIS GMP).

The City system also accepts for benefit of the Federal Tax Service payments on taxes and fees.

Services of Cadastral Chamber can be paid for the City System

Since September, 2015 individuals can pay services of Cadastral Chamber in infrastructure of the City System for all Russia – cash desks of banks and trade and service companies and also via the Internet in the Payment office of a system – http://pay.kvartplata.ru.

In the City System it is possible to enter a payment for provision of services on departure to applicants, for providing data from the State Immovable Property Cadastre (SIPC), for providing data from the Unified State Register of Rights on real estate and transactions with it (EGRP), for the cadastral passport of a real estate and to pay other services.

The service is available only to individuals. For payment it is necessary to specify data of the payer: TIN, full name, address. And also receiver: TIN, check point, All-Russian Classifier of Territories of Municipal Units.

Reliability of transfer of the payments accepted by the City System is provided with cooperation with the System of the interdepartmental electronic cooperation established in 2013. Within this cooperation all information on the payments accepted in infrastructure of the City System in online the mode is transferred to the State information system of the state and municipal payments (GIS GMP).

Let's remind that the City System also accepts payments on penalties of traffic police, taxes and fees of the Federal Tax Service (FTS), collectings the Federal Bailiff Service (FBS) and also the state fee of traffic police, the REGISTRY OFFICE, FTS, the Federal Migration Service (FMS) and Rosreestr.

Learn about the debts in FSSP, FTS, traffic police and to repay them

The City system allows to find quickly necessary information on the debts and to repay them. Individuals can pay the debts of FSSP, taxes and fees of FTS and also penalties of traffic police in infrastructure of the Federal City System – cash desks of banks and trade and service companies and also via the Internet in the Payment office of a system – pay.kvartplata.ru.

For example, on service of Debt of FSSP it is possible to learn about the debts to Court Ushers. On service Taxes and fees, FTS information on unpaid taxes of last tax period is available. Thanks to service Penalties of traffic police it is possible on a certificate number about registration of the CU or by the driver's license number to obtain information on unpaid penalties.

Services are available only to individuals. For verification of information on FTS and FSSP it is necessary to specify data of a TIN of the payer; for obtaining information on penalties of traffic police - registration certificate CU/driver's license number.

Payment can be carried out via the Internet in the Payment office of the City System, through services of Internet system maintenance City and also in cash desks of partners of the City System in all territory of Russia.
