Fires of Moscow of joint stock bank

The Moscow bank "Fires of Moscow" suspended acceptance of deposits in April, 2014, also credit institution does not execute transfers between accounts of physical persons and legal entities. On April 9 it was reported that it is possible to take away funds from deposits only by appointment.

The Bank of Russia since May 16, 2014 revoked a license for banking operations from the Fires of Moscow bank entering into the second hundred Russian banks on the value of assets. The Central Bank explained the decision on revocation of license, in particular, to those that the Fires of Moscow bank pursued the high risk credit policy connected with placement of money in low-quality assets. Because of unsatisfactory quality of the assets which were not generating a sufficient cash flow, the bank did not provide timely obligation fulfillment before creditors, and his heads and owners did not take effective measures on normalization of its activity and recovery of a financial position, said in the message of the regulator.

In bank the temporary administration is appointed. Fires of Moscow are a participant of deposit insurance system. On the value of assets the Fires of Moscow bank took the 177th place in Russian to a banking system.

The daughter of the Vice-Mayor of Moscow should pay DIA more than 6 billion rubles

The Deposit Insurance Agency (DIA) achieved at the end of 2016 in arbitration court of Moscow collecting from Maria Roslyak, the ex-president of Fires of Moscow bank and the daughter of the former deputy mayor of the capital, more than 6 billion rubles. In such amount of DIA, the receiver of bank, estimated the losses caused by Roslyak's actions to credit institution^[1]

The Bank of Russia sent information on possible frauds of the former owners and top managers of Fires of Moscow bank to law enforcement agencies, criminal case was brought further. Concerning Maria Roslyak who regretted deeds investigation was selected in separate production. The daughter of the former Deputy Mayor of Moscow in a command Yury Luzhkov, and nowadays the auditor of Accounts Chamber Yury Roslyak was recognized in wastes and fraud for the total amount over 6.2 billion rubles.

As the State Office of Public Prosecutor, Roslyak reported, using the official position, issued the credits to the dummy organizations under control of the management of Fires of Moscow bank. Besides, from April to May, 2014 it decided to improve financial performance of bank by assignment of rights to claim on earlier signed loan agreements from real borrowers to fictitious companies. At the same time payment according to contracts of assignment was made for the account of money of clients of bank.

Criminal case Roslyak was considered on the simplified procedure, and in February of this year Basmanny Court sentenced it to four years of colony, having delayed execution of the punishment before achievement of 14-year age by her children.

In the spring, according to media reports, investigators of the Ministry of Internal Affairs completed investigation of criminal case and concerning ten other persons involved, it is not considered by court yet. According to the investigation, the amount of plunders on all revealed episodes was more than 7.5 billion rubles of Fires of Moscow bank.

The DIA tried to exact with Roslyak 6 billion rubles even within criminal case. The agency announced the civil action to it compensation of property harm, but Basmanny Court did not consider it, having suggested the claimant to submit a separate claim within civil legal proceedings.
