Fund of information democracy

Fund of information democracy — the Russian non-profit organization integrating specialists in the field of IT, political science and management.

The mission of Fund — to promote updating of democratic institutes, creation of the constitutional state and civil society by creation and development of mechanisms of permanent and direct participation of citizens in government using modern information technologies.

Activity of Fund is aimed at the development of civil society and assistance to information technology implementation in the public and municipal administration.

The decree of the Russian President No. 183 of March 4, 2013 the Fund is appointed by operator of the Russian Public Initiative Internet resource - the mechanism on public representation and vote according to proposals of citizens of the Russian Federation on the Internet.

The main objective of fund is promotion of all good that is at us on the Internet on interaction of the state with society, with business and also support of certain projects which are directed to creation of new forms of interaction, - the president Ilya Massukh noted at a meeting of expert club of fund it. - These projects should show to citizens how on this or that click on the computer in the Internet browser the mechanism of the state or municipal participation is started.

Among tasks of fund - carrying out own scientific research, including in the direction of the analysis of development of electronic democracy in Russia, the information theory of democracy, development of the new systems of collective management and decision making and also to establish grant tenders.

2015: Increase in profit on business activity

In the report on target expenditure of a fund for 2015 it is specified that its profit on business activity increased from 2.78 million rubles in 2014 to 59.2 million rubles. The volume of voluntary property contributions and donations in 2015 at the same time was reduced from 62.1 million rubles to 18.1 million rubles.

2013: Electronic democracy "ate" 50 million rubles

The Fund of Information Democracy (FID) published in the summer of 2014 the activities report in 2013. Donations became almost only source of income for FID: they managed to be brought together for the amount of 50.5 million rubles. It was enough for payment of the expenses of fund which made 49 million rubles. The most part of expenses is compensation: 37 million rubles (in fund, according to Massukh, about 40 people work). 12 million more rubles left on payment of work of different contractors^[1].

From the state budget of FID does not receive money. At the same time, the ROI portal was carried by the decree of the President to infrastructure of the electronic government in which service within the government contract with the Ministry of Telecom and Mass Communications Rostelecom is engaged. Respectively, FID can use services of data centers of Rostelecom free of charge.

Besides, work of lawyers – contractors of ROI – in 2013 was financed by a presidential grant. A receiver of 9.5 million rubles was the Bar of Moscow "Intelligence. Constructibility. Alternativeness".

Ilya Massukh initially said that the fund will not receive budgetary funds and is going to exist for donations of the large Internet companies. Names of sponsors had to be revealed in the annual report, Massukh promised, but it did not occur.

2012: Massukh advances public control over implementation of state procurements

The president of fund of development of information democracy Ilya Massukh told on November 30, 2012 journalists about the beginning of work of the first project which was invested by fund - the portal where citizens will be able to find and analyze any public contract signed with business companies became it.

"We did not attract the company to work, just employed four programmers and two analysts. If you ever visited the site of state procurements, then you know that it is extremely difficult to work with their search. We decided to create the project which would help citizens to look for both quickly and conveniently to nazodit and control information on state procurements", - Ilya Massukh told.

The former Deputy Minister of Telecom and Mass Communications told that the portal monitors other official platforms of state procurements and brings together them on the servers, creating the simple search system.

According to Massukh so far the resource works for free. He does not know yet how the project will be monetized and whether will be in general. "But I would like to note that we already have 60 thousand registered users. At the same time advertizing of a resource was not", - he concluded.

Till March, 2013 three more projects which are in a test stage and completions now will be announced.

Ilya Massukh told about financing sources that investments go including from large players of roar who would not like "shine", implementing similar projects from the person.

Earlier the head of fund spoke about a finansirovaniye of the Russian Public Initiative project within which the bills which gained more than 100 thousand signatures will be considered by the authorities. According to Ilya Massukh, on December 15, 2012 it is going to present work results.
