2022: Reduced number of ministries and departments

In December 2022, President of Uzbekistan Shavkat Mirziyoyev announced a significant reduction in the number of ministries and departments, as well as a decrease in the number of officials by 35%.

From now on, ministers will not work the old fashioned way. If the minister does not have clear strategic approaches in his field and his activities will not alleviate the problems of people, what is the use of such a leader? He will have to go. In total, as part of the administrative reform, the number of ministries and departments will be reduced from 61 to 28, Mirziyoyev said, making a traditional appeal to the parliament and people of Uzbekistan.

From January 1, 2023, the number of ministries will decrease from 25 to 21. At the same time, 20 departments are completely liquidated. Government bodies will consist only of ministries, committees, agencies and inspections. At the same time, the ministry is responsible for the implementation of state policy in the relevant industry and heads committees, agencies and inspections within the sphere.

Of the posts of 8 deputy prime ministers and 3 advisers to the prime minister, only 4 deputy prime ministers remain in the government. Of the 269 states in the executive structure of the cabinet, only 120 remain. At the same time, the office of the Cabinet of Ministers, which includes secretariats, departments and departments subordinate to them for the economy and social sphere, as well as the Inspectorate for the Protection of Cultural Heritage, the Department of Financial and Logistics of Paramilitary Structures and the Department for Support of the Mahalli and Veterans, are abolished.

In their place, a secretariat of the Prime Minister is being created, providing legal, organizational, technical, information, analytical and protocol activities of the head of government.

In addition, the functions of ministries and departments will be revised, and those that duplicate each other will be reduced. At the same time, government functions transferred to the private sector will be increased by at least 3 times.[1]
