IT Park Uzbekistan is a complex of facilities, buildings and structures designed to ensure the launch and launch of promising startup projects on the market, an extraterritorial free economic zone for IT companies, including through integration with scientific and educational organizations.

2025: Conclusion of an IT agreement with Russoft

The Russoft Association and IT Park Uzbekistan signed a cooperation agreement in early February 2025. The document provides for the development of partnerships between Russian and Uzbek IT companies, as well as the strengthening of their positions in the markets of Central Asia.

Valentin Makarov, President of Russoft, and Makhlye Muksinova, Director for Export Development of IT Services at IT Park Uzbekistan, left their signatures to the agreement. The agreement provides for joint work to find partners and promote the implementation of outsourcing projects in the field of information technology.

Russia and Uzbekistan signed an agreement on cooperation in the field of IT

Within the framework of the cooperation, it is planned to organize business meetings, help establish contacts and register business in Uzbekistan, hold online and offline events, as well as organize new business missions of Russoft companies to this country.

The parties will pay special attention to the creation of joint projects in the field of IT outsourcing and business process support. An important area will be the development and promotion of initiatives in the field of artificial intelligence, the Internet of Things, virtual and augmented reality.

Valentin Makarov emphasizes the uniqueness of the conditions for doing IT-Business by residents of IT Park Uzbekistan, especially in terms of promotion to foreign markets. The partnership will make it possible to use the potential of introducing trusted solutions of Russian IT companies in the authorities and commercial sector of Uzbekistan.

The parties consider IT Park Uzbekistan as a regional hub capable of helping Russian IT companies expand their presence in the markets of Central Asia, the Middle East and Southeast Asia. The partnership is aimed at creating a center in Uzbekistan to promote Russian technologies in these regions.[1]

2019: IT Park Opens

On July 24, 2019, the official opening of the first IT park in Uzbekistan took place. It is a complex of facilities, buildings, structures and equipment designed to launch and bring startups to the market. 

The technology park of information  technology software products is located in Mirzo-Ulugbek district near Inha University. 

The first Uzbek IT startup support park opened in Tashkent

The park plans to develop a business incubation, acceleration and venture financing program, which will help launch promising IT companies. A coworking center, an IT academy, an IT laboratory and a hotel will be opened on the territory of the complex. Branches will open throughout Uzbekistan to develop IT entrepreneurship in the regions. 

The government outlined the main goals and objectives of the IT park:

  • providing residents with infrastructure for work, providing them with financial, marketing, legal and other consulting services, as well as services for acceleration programs;

  • organization of training of the population and youth in order to form a modern class of highly qualified specialists in the field of information technology;

  • support , including through venture financing, in the implementation of startup projects, assistance to start-up and small enterprises in the field of information technology in the commercialization of work results;

  • assistance to residents in attracting investors;

  • holding master classes and trainings, as well as conferences and seminars in the field of information technology.

Residents of the IT park until January 1, 2028 are exempted from paying all types of taxes and mandatory contributions to state trust funds, as well as a single social payment. In addition, they are exempt from customs payments (with the exception of customs duties) for imported equipment, components and software not produced in Uzbekistan.[2]
