2025: Launch of a new medical glass plant in St. Petersburg for 2.1 billion rubles

In December 2025, a new production complex was commissioned on the territory of the special economic zone in St. Petersburg. Permission to enter the facility was issued by the State Construction Supervision Service of the city. The developer was InStelRus LLC. The potential volume of investments in the facility is 2.1 billion rubles.

According to information posted on the official portal of ОЭЗ.РФ, the complex was built on a plot of 1.45 hectares. The total area of ​ ​ the premises of the building of variable height, which reaches 22.1 m, is 10.1 thousand square meters. m. The internal structure of the complex is organized with the allocation of five non-residential zones, each of which has its own purpose.

Back in 2022, the company announced plans to create an enterprise and a training center in the SEZ for the development and production of all-glass structures. Initially, the project focused on pharmaceuticals, automotive and microelectronics. After making changes to the design documentation, in May 2025, permission was received to build a production complex with an administrative building.

As reported in the Telegram channel of the SEZ "St. Petersburg," the company "InStelRus" will develop and produce all-glass structures with a strong bend. The main customers of such products should be medical institutions, large developers and private clients.

The complex is located on the Novoorlovskaya site - one of the four SEZ sites in the city. The total area of ​ ​ Novoorlovskaya is 163.33 hectares. Other territories are "[[Neudorf]" in Strelna, "Shushary" in Pushkin District and "Parnas" in Vyborg District. According to ОЭЗ.РФ experts, the commissioning of a new facility increases the production capacity of the SEZ and contributes to the development of high-tech industries in the region.[1]

2023: Construction begins on high-tech glass plant

On November 22, 2023, the official ceremony of laying the first stone of the plant for the production of all-glass structures in the special economic zone (SEZ) "St. Petersburg" took place. The project is being implemented by InStelRus.

As Vice Governor Kirill Polyakov said in his Telegram channel, InStelRus will build an enterprise for the production of glass products on a land plot of 1.45 hectares, which is used in medical and research centers, in production in the field of microelectronics, defense industry, automotive industry and automotive components. The company plans to create 185 new jobs.

The opening of the first stage (involves the production of 25,000 square meters. m of glass structures per month) is scheduled for the end of 2024. In February 2025, the company is going to commission the second (final) stage, within which the monthly capacity of the factory will grow by an additional 15 thousand square meters. m of products. Investments in the project amount to 2.1 billion rubles.

According to Maxim Trushkov, General Director of InStelRus, previously products were supplied from the United States and Germany, but due to sanctions on the Russian market, there was a shortage and, accordingly, a need for import substitution. The company expects to first supply products to St. Petersburg and other regions of the North-Western Federal District, over time expanding the geography of supplies within the Russian Federation.
