The main activity of the company - development and deployment of MES systems. The main solution of the company as of 2013 is MES-T2 2020 system intended for implementation of technology of economy of fuel and increase in energy efficiency of thermal and nuclear power stations at automation of calculations actual and normative to TEI in real time. Besides, it is intended for implementation of technology of accident-free operation of power units on the NPP, combined heat and power plant and state district power plant. A predecessor of this product is MES-T2 2020 system.

the MES developer decided to come into contact with Rosatom through prosecutor's office

At the end of December, 2013 the CEO of InformSystem company Vladimir Chernov sent the appeal to prosecutor's office with the complaint that the Ministry of Energy and Rosatom allegedly violated his constitutional rights, having "unreasonably" stopped with it correspondence.

As it appears from Chernov's message, for 3 years he sent to the highest authorities several tens of appeals with information on developments of the company on technologies of increase in energy efficiency of thermal power stations and accident-free technology of the NPP. These appeals on competence were sent to the Ministry of Energy and to Rosatom.

"From these government institutions bureaucratic formal replies which sense came down to the fact that supposedly participate in tenders were sent me to addresses. All my argumentation that on innovations there are no tenders in these structures, categorically was not taken into account", - he writes.

Afterwards the Ministry of Energy and in Rosatom stopped correspondence with a gerdirektor InformSystem, having referred to FZ-59 about an order of consideration of citizens' appeals which allows to make it if the address of the citizen contains a question on which it was earlier repeatedly given written pertinent answers.

At the same time in the law the concept "in essence" therefore any bureaucratic reply of final instance (The Ministry of Energy and Rosatom) can be recognized by them "in essence" does not reveal, Chernov complains.

"I justly send appeals with information on world-best innovative technologies, but the Ministry of Energy and Rosatom, having the sole right on competence, actually prohibits me to transfer them to the Russian industry", - Vladimir Chernov says.

In the appeal to prosecutor's office he asked to recover the constitutional rights on a subject of this address and "assistance on unblocking of the termination of correspondence with the Ministry of Energy and with Rosatom for adjustment with them business contacts".
