Ai-Teko managers and summoning Moscow DIT arrested on charges of major fraud
The Basmanny District Court of Moscow, at the request of the Main Investigation Department of the Investigative Committee of Russia, arrested Igor Kolpakov, director of the Ai-Teko department, Oleg Filimonov, head of the mobile services project support department of the GKU of Moscow "Information City" and businessman Andrei Shmitko, until May 16. All of them are accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation), the Kommersant newspaper reported on March 19, 2021. The essence of the scam is not disclosed by the investigation.
The Department of Information Technology of Moscow (DIT of Moscow) and the GKU Information City subordinate to it are long-time customers of Ai-Teko. The company, in the interests of the metropolitan government, is developing a comprehensive information system "State services in the field of education in electronic form," with the help of which services for passage to educational institutions work, providing free food to preferential categories of children, and providing paid food.

On the basis of Clause 1 and 2 of Order of the Government of Moscow No. 756-RP of 06.11.2018 the type of the State budgetary institution of the city of Moscow "Information City" has been changed to state. The name has been changed to the State State Institution of the City of Moscow "Information City" (GKU "Infogorod").
2014
In the spring of 2014 , the Moscow IT Department (DIT) decided to create the state budget institution "Information City" (GBU "Infogorod"), the main purpose of which should be to carry out work on methodological, information-analytical and organizational support of urban priorities in the field of information and communication technologies.
According to the draft city government regulation prepared by the IT department, the latter will perform the functions and have the authority of the founder of the new organization. GBU "Infogorod" will become the fifth subordinate organization of DIT.
The DIT explained to TAdviser that within the framework of the state program "Information City" a number of priority urban tasks in the field of development of information and communication technologies are being implemented, which affect in one way or another all the main citywide systems and require more methodical and comprehensive monitoring of their implementation. The creation of the GBU means better planning of financial activities in this area.
Previously, these works were financed as part of government contracts, which involved additional costs for the city budget and the risks of "leapfrogging" contractors, add in the IT department of Moscow. Now, all project activities in the form of a state task will be carried out by employees of the Infogorod State Budgetary Institution.
Representatives of DIT also noted that this is a common practice of solving problems in information and analytical support of projects among Moscow departments. With the advent of the Infogorod State Budgetary Institution, the efforts of the department itself will concentrate more in the field of norm-making.
