Increasing the level of security of global routing and monitoring of interceptions of traffic between telecom operators will become the purpose of cooperation of the organizations.

Internet Society works on development of an initiative of MANRS (Mutually Agreed Norms for Routing Security) directed to reduction of number of failures of routing and the incidents connected with interception of traffic. Participants of the MANRS program are more than 100 telecom operators and points of exchange of traffic which undertook obligations for prevention of distribution of abnormal routes.

The system of collecting and data analysis is the cornerstone of the MANRS project. Within the Memorandum of cooperation of Qrator Labs will provide Internet Society data on interceptions of traffic and other anomalies using service of global monitoring of the Internet Qrator.Radar. On the basis of the data obtained from Qrator.Radar and also other services for monitoring of network security, Internet Society will be able to make the analytical reporting under the arising incidents and to inform operators on anomalies which affect quality of work of network services not only in their networks, but also on a global scale.

Interceptions of traffic and other anomalies of routing begin to create more and more problems both for telecom operators, and for end users. If earlier errors were the cause, then for the last year the hacker activity for the purpose of interception, the analysis of traffic gains steam. Therefore it is so important to level risks of BGP even before emergence of problems. We are glad to work on increasing the level of security of routing together with the international organization of Internet Society, providing data of our Qrator.Radar service for program implementation of MANRS and ensuring control of observance of regulations of safe routing by all participants of an initiative.

The purpose of Observatory is quantitative determination of degree of readiness of network operators for observance of requirements of MANRS and also level of "hygiene" of a system of global routing in general. It is the project which will provide a possibility of the analysis of long-term trends of development of security of a system of routing of the Internet, determinations of problematic regions, countries and networks and also will strengthen reputation of an initiative of MANRS, having enhanced its transparency. The observatory uses the existing projects on measurement and monitoring of network security on the Internet.
