The Irkutsk Regional Psychoneurological Dispensary was created in order to provide outpatient and inpatient specialized medical, medical, social, psychological and social, rehabilitation assistance to persons suffering from mental and narcological disorders.
History
2024: In Bratsk, FSB officers detained a group of doctors accused of taking bribes for illegally issuing weapons permits
On October 8, 2024, it became known that in the city of Bratsk, Irkutsk Region, employees of the Federal Security Service of Russia, together with the police, stopped the activities of an organized criminal group consisting of employees of a medical institution. Doctors are suspected of taking bribes for illegally issuing weapons permits.
According to the official channel of the Main Directorate MINISTRY OF INTERNAL AFFAIRS Russia for the Irkutsk Region, in the period from 2023 to 2024, the head of the department and four employees of the medical organization, through intermediaries, received funds for the unhindered passage of medical commissions by citizens and the issuance of relevant documents to obtain a weapon permit. According to the investigation, the amount of bribes ranged from ₽10 thousand to ₽25 thousand. The case was initiated against employees of the Bratsk branch of the Irkutsk Regional Neuropsychiatric Dispensary.
InDuring the investigation, 8 facts of illegal actions were revealed. Law enforcement agencies conducted more than 20 searches of places of residence and the work of suspects. As a result of the work, more than ₽2 million, mobile phones, computer equipment, vehicles and a package of documents of particular importance for the criminal case were seized.
In the course of the work, not only medical workers were detained, but also intermediaries, as well as bribe-givers. The defendants in the case were chosen a preventive measure in the form of house arrest and a ban on certain actions.
The Investigative Committee of Russia opened criminal cases under paragraph "a" of part 5 of article 290 (taking a bribe), part 3 of article 291 (giving a bribe) and part 1 of article 291.2 (petty bribery) of the Criminal Code of Russia. Currently, operational and investigative measures are being carried out aimed at establishing additional episodes of illegal acts. The investigation into this case is ongoing.[1]
2023: Dispensary doctors accused of taking bribes for fictitious medical sentences
Doctors of the Irkutsk neuropsychiatric dispensary (OGBUZ "IOPND") were accused of taking bribes for fictitious medical reports. This was reported on February 21, 2023 in the regional investigation department of the TFR.
According to the investigation, in 2022, two doctors of the OGBUZ "IOPND" together with a psychiatrist-narcologist of the OGBUZ "Irkutsk District Hospital" received bribes from citizens through intermediaries for committing deliberately illegal actions, expressed in the preparation of fictitious medical reports on alcoholicnarcotic the state/intoxication, on the absence of medical contraindications to the possession of weapons, on the absence of drivers of medical contraindications/restrictions to driving a vehicle. In fact, citizens did not undergo medical commissions.
Investigators of the UK, when interacting with police officers, found that the amount of illegally received funds is at least 1.7 million rubles.
By February 21, 2023, 3 doctors, 3 intermediaries and 7 bribe-givers were prosecuted. In relation to all bribes and intermediaries, a preventive measure in the form of house arrest was chosen. The defendants in the case, depending on the role of each, are suspected of committing crimes under Part 3 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe by an official), part 1 of Art. 291.2 of the Criminal Code of the Russian Federation (mediation in bribery), part 3 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe to an official through an intermediary).
By February 21, 2023, the necessary investigative actions, similar facts of the criminal activities of doctors of the regional neuropsychiatric dispensary and other medical institutions are being established, the investigative department of the TFR reported.[2]
2022: Employees of a psychiatric dispensary in Bratsk received sentences for stealing 2.5 million rubles from patients
In mid-August 2022, the Bratsk City Court of the Irkutsk Region sentenced four former employees of the Bratsk branch of the regional neuropsychiatric dispensary, who, according to the investigation, stole over 2.5 million rubles from patients.
The two defendants escaped with suspended sentences - from two years six months to three years. Two other health workers were sentenced to imprisonment for a term of three years six months to four years in prison with serving in a general regime correctional colony.
According to investigators, in 2017, health workers, using their official position, issued a power of attorney to dispose of the money of a pensioner who was in the clinic. After that, one of the accomplices withdrew more than 1.5 million rubles from the Russian account, their women were divided among themselves. For three years, they monthly withdrew different amounts from the account of an incapacitated patient, in total stealing 2.2 million rubles from him.
In addition, one of the convicts, who was the attending physician, deceived another patient by telling him that he should give her more than 300 thousand rubles for repairs in the department in which he was lying.
The illegal actions of the employees of the psychiatric dispensary were stopped by police officers in 2020.
A similar case occurred in the Pokrovsky neuropsychiatric boarding school (PNI) of the Primorsky Territory in 2020 - PNI employees stole more than 4.5 million rubles from patients. In January 2021, a court sentenced one of the accused, imposing a sentence of imprisonment for a term of 2.5 years in a penal colony.
The court found that from January to July 2020, an employee of a neuropsychiatric boarding school conspired with his colleague to steal money from the guests of the institution. The attackers issued power of attorney for opening accounts and conducting banking operations on behalf of 17 incapacitated PNI patients. They transferred money from citizens' bank deposits to debit cards, and then cashed in.[3]
2018: Reorganization
In accordance with the order of the Ministry of Health of the Irkutsk Region dated December 25, 2018 No. 3098-mp "On the reorganization of the regional state budgetary healthcare institution" Irkutsk Regional Neuropsychiatric Dispensary "and the order of the Government of the Irkutsk Region dated December 20, 2018 No. 989-rp" On the reorganization of the regional state budgetary healthcare institution "Irkutsk Regional Neuropsychiatric Dispensary" was joined by 6 specialized neuropsychiatric dispensaries and psychiatric hospitals.
The institution is the successor to:

- Regional state budgetary healthcare institution "Bratsk Regional Neuropsychiatric Dispensary" - Bratsk branch of OGBUZ "IOPND";
- Regional state budgetary health care institution "Tulun regional neuropsychiatric dispensary" - Tulun branch of OGBUZ "IOPND";
- Regional state budgetary healthcare institution "Usolsk Regional Neuropsychiatric Hospital" - Usolsky branch of OGBUZ "IOPND";
- Regional state budgetary healthcare institution "Ust-Ilim Regional Neuropsychiatric Dispensary" - Ust-Ilim branch of OGBUZ "IOPND";

2014: Joining Ust-Orda Regional Neuropsychiatric Dispensary
In May 2014, by order of the Government of the Irkutsk Region, the Irkutsk Regional Neuropsychiatric Dispensary was reorganized by joining the Ust-Orda Regional Neuropsychiatric Dispensary. The institution is the successor of the regional state budgetary institution health care "Ust-Orda regional neuropsychiatric dispensary" - Ust-Orda neuropsychiatric department.
2002: Renaming as Irkutsk Regional Neuropsychiatric Dispensary
In 2002, the institution was renamed the Irkutsk Regional Neuropsychiatric Dispensary.
1990: Reorganization of the Regional Psychonarcological Dispensary
In 1990, Irkutsk Regional Psychiatric Hospital No. 1 was reorganized, by dividing into Regional Psychiatric Hospital No. 1 and Regional Psychonarcological Dispensary.
1985: Formation of the Regional Narcological Dispensary
In 1985, by order of the Irkutsk Regional Health Department of February 4, 1985 No. 639-a and order of December 17, 1985 No. 660, the Regional Narcological Dispensary was organized on the basis of several departments of the Regional Psychiatric Hospital No. 1.
