2025: Announcement of Construction Plans

On May 19, 2025, it became known that the Etalon group of companies announced plans to build a financial and business center Khabarovsk City with an investment of ₽56 billion. The implementation of a large-scale project is planned for the period from 2025 to 2032.

According to Interfax, Dmitry Demidenko, vice president of Etalon Group of Companies, announced the details of the project in Khabarovsk. According to him, the business center will be located on a plot of 20 hectares and will include about 300 thousand square meters. m of useful space.

The first stage of the project provides for the construction of the Khabarovsk City tower, which will house office space and a hotel part. In the future, it is planned to build a congress center, an exhibition complex and a hotel with an apartment complex.

The project also includes comprehensive landscaping of the embankment, the creation of moorings, a mooring wall and associated infrastructure associated with the water area.

In December 2024, the government of the Khabarovsk Territory and PSB signed an agreement on the construction of a future business center. The document provides for the participation of the bank in the construction of a five-star hotel complex in the regional capital and a separate district of the Khabarovsk City business center. The PSB branch and its structural subdivisions are planned to be located in this territory.

Etalon Group specialises in middle-class residential real estate. According to the group's consolidated financial statements for 2024, the largest shareholder of Etalon Group at the end of last year was AFK Sistema with a share of 48.8%. Mubadala Investment Company owned 6.3% of the shares, Kopernik Global Investors - 5%, Prosperity Capital - 4.1%. Another 0.6% was owned by the management of Etalon Group, and the share in free float was 35.2%.^[1]
