2023: Accusation of employees in embezzlement of 314 million rubles from the compulsory medical insurance fund

The prosecutor's office of the Yamalo-Nenets Autonomous Okrug approved the indictment in a criminal case against four former employees of the Labytnangskaya City Hospital GBUZ. They are charged under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud), part 2 of Art. 187 of the Criminal Code of the Russian Federation (illegal circulation of funds for payments). The press service of the Prosecutor General's Office announced this on November 7, 2023.

The investigation established that in 2016-2021. members of an organized group, which included employees of a city hospital, by entering knowingly false information into accounting documents about the amount of accrued wages and other payments to employees of a medical institution stole funds in the amount of 314 million rubles.

In addition, according to law enforcement agencies, the accomplices committed an illegal circulation of funds for payments intended for the illegal transfer of funds.

According to the Prosecutor General's Office of the Russian Federation, the criminal case will be sent to the Labytnangsky City Court of the Yamalo-Nenets Autonomous Okrug for consideration on the merits.

In August 2023, the Yamalo-Nenets Autonomous Okrug Arbitration Court ordered the Labytnang City Hospital to return about 95.7 million rubles to the budget of the territorial compulsory medical insurance fund (TFCMI). As TFCMI revealed, these funds were withdrawn from the account, but were not returned back or used for their intended purpose.

Representatives of the medical institution tried to suspend the trial, pointing to the investigation of the criminal case of May 15, 2021 on the misappropriation and embezzlement of hospital funds by "officials."MINISTRY OF INTERNAL AFFAIRS Russia About the city of Labytnangi, according to the defendant, completed the investigation of the case and transferred it to court, but without the results of the proceedings, it is impossible to reliably identify the misuse of funds. The arbitration court, however, did not accept this argument.^[1]

2022: Fine for the absence of narrow-profile specialists in the staff

In the Yamal city of Labytnangi, the hospital was fined for lack of doctors and problems with free medicines. This was reported by the press service of the prosecutor's office of the Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous Okrug).

The prosecutor's check showed that the hospital staff was not staffed by specialists - an endocrinologist, a pediatric ophthalmologist, a cardiologist. And for patients with severe forms of neurological diseases, and those with disabilities, free drugs are given to them with short shelf life, which does not allow taking drugs throughout the course of treatment.

An administrative case was initiated under Part 3 of Article 19.20 of the Administrative Code of the Russian Federation - carrying out activities not related to profit making, with a gross violation of the requirements and conditions provided for by the license

For violations of the hospital, a fine of 75 thousand rubles was imposed. The guilty official has been disciplined. By mid-October 2022, medical work is underway to eliminate the identified violations of the law, the prosecutor's office said

One dermatologist works in Gubkinskaya GB according to the staff schedule.
