The international money transfer system "LEADER" is one of the players in the Russian money transfer market in the CIS countries and Far Abroad. The geography of the system covers more than two thousand cities and has over 25,000 customer service points. The system "International Money Transfers LEADER" offers services for sending money to family and friends, as well as accepting payments to various providers providing services to the population. Our services can be used at the cash desks of partner banks, as well as in self-service terminals.

The organizer of the LEADER System is NPO LEADER CJSC (Moscow, Russia), License of the Central Bank of the Russian Federation No. 3304-K.

Performance indicators

2011

According to a survey of residents of Moscow and St. Petersburg, among the most common ways to send money, as in 2010, bank cash desks are leading, but online money transfers through electronic wallets and Internet banking systems * showed significant growth. If in 2010 only about 10% of residents of megacities preferred to transfer money online, then at the end of 2011, a little more than 13% spoke for this method of transferring funds. In 2011, mobile money transfers became widespread - sending funds using a mobile phone, 6% of respondents spoke in favor of it. More than 3,000 people took part in the survey conducted in October - December by the System "International Money Transfers LEADER" among their clients * *. As in 2010, during the survey, respondents were asked to choose from the list the most convenient way to send a transfer.

Bank cash desks, although they remained the leader of preferences, significantly lost in isolation - in 2011, only 32% of respondents compared to 35% in 2010 called sending funds through them the most convenient. In second place, cellular salons are firmly established - as in 2010, 30% of respondents spoke in favor of this method of sending funds. At the same time, almost half of them said that this method of sending funds has become familiar. Payment terminals, which became the third most popular among residents of Moscow and St. Petersburg in 2010 with an indicator of 22%, showed a decrease in the indicator to 17% in 2011. As in 2010, only 3% of respondents use mail services when making money transfers.

The results of the study showed a clear tendency of residents of megacities to use innovative, more convenient means of transferring money transfers. Despite a certain conservatism of the mood of the townspeople, expressed in the fact that the majority still prefers to use the traditional method of transferring funds, residents of the two capitals begin to master new opportunities provided by the market.

History

2018: Exclusion from the register of payment operators

On April 13, the Bank of Russia revoked the license from the Leader NGO, since "the organization's activities identified repeated violations of the requirements of the legislation and regulations of the Bank of Russia in the field of countering the legalization (laundering) of proceeds from crime and the financing of terrorism in terms of the timeliness, completeness and correctness of information sent to the authorized body on operations, including those subject to mandatory control. In addition, a significant amount of non-core assets and non-refundable receivables of a number of counterparties were formed on the balance sheet of the credit institution. A proper assessment of credit risk at the request of the Bank of Russia revealed a significant decrease in the amount of own funds (capital) of NPO Leader JSC and the availability of grounds for the implementation of measures to prevent insolvency (bankruptcy), which created a real threat to the interests of creditors. "

Supervisory response measures have been repeatedly applied to the Leader NGO, while the management and owners of the credit institution have not taken effective measures to normalize its activities, the regulator added.

According to the reporting data , in terms of assets as of April 1, 2018, the credit institution ranked 488th in the banking system of the Russian Federation. NPO LEADER JSC  is not a member of the deposit insurance system.

2016: Nationally Significant Payment System Status

The Leader system was recognized in early 2016 as complying with the international standards "Principles for Financial Market Infrastructures"

According to the assessment of the Central Bank of Russia, the company's compliance with the regulator's recommendations, adopted on the basis of world best practice and international standards "Principles for Financial Service Infrastructures," is defined as "quite high."

This means that the Leader payment system has effective internal procedures for maintaining financial stability and reliability, business continuity, a stable system of integrated liquidity risk management, as well as legal, credit, operational and other risks. Compliance with these requirements corresponds to the interests of participants, customers, owners and employees of the Leader payment system.

The status of the nationally significant payment system "Leader" was received in 2015, and a year earlier it became a socially significant payment system. The assigned statuses and the high assessment given by the Bank of Russia of compliance with international principles mean that the payment system is able to ensure financial security of transactions for customers, uninterrupted provision of settlement, operational services, as well as payment clearing services.

2015: Shareholders of the LEADER payment system elected a new board of directors

The Board of Directors of the LEADER payment system was elected on November 27, 2015 at an extraordinary general meeting of shareholders of the credit institution. Olga Vilkul became the chairman of the board of directors of the NGO LEADER JSC. The board of directors included: Yuri Malenchenko (test cosmonaut of the Federal State Budgetary Institution "Research Institute of the Central PC named after Yu.A. Gagarin) and top managers of the company - Olga Krylova, Tatyana Galkina, Maxim Klebanov. Vlasov O.L., Smirnov V.V., Chernyak O.N. dropped out of the number of shareholders.

New shareholders, including top managers of the company, do not own shares in other credit institutions. None of the shareholders have a blocking stake. Accordingly, all decisions aimed at the development of the company will be made with the consent of the majority of shareholders. Shareholders are interested in the dynamic development of the company as a multifunctional payment system, focused on the active growth and implementation of modern technological and innovative solutions in order to increase the financial availability of payment services for the population.
