Pavel Rogach was fined for a bribe of 94 million rubles to an official

In June 2022, the Leninsky District Court of Perm sentenced the owner and general director of Medtrade Pavel Rogach to five years of suspended imprisonment and a fine of 93.9 million rubles on charges of giving a bribe of 1.17 million rubles to an official of the Ministry of Procurement of the Perm Territory when supplying mobile X-ray machines. Fine for bribes in public procurement of medical equipment

As it became known in early June 2022, the Leninsky District Court of Perm sentenced employees of the representative office of the St. Petersburg medical equipment supplier Medtrade to fines of 1.2 million and 1.25 million rubles for mediation when trying to transfer a bribe to the Ministry for the Settlement of the Contract System in the field of procurement of the Perm Territory (part 4 of article 291.1 of the Criminal Code of the Russian Federation).

As follows from the testimony of the Minister for the Settlement of the Contract System in the Field of Procurement of the Perm Territory Aleksei Zarubin, which leads RBC, at the end of January 2021, two employees of Medtrade LLC approached him and made an appointment. A few days later, at a meeting in the office, they asked for help to participate in auctions for the supply of medical equipment, noting that purchases would not be ignored, and voiced the phrase: "Ten percent."

In Perm, employees of a St. Petersburg supplier were fined for bribes in public procurement of medical equipment

The minister appealed to the FSB Office for the Perm Territory, and further interaction between officials and distributor employees took place with the participation of operatives. At the end of April 2021, Medtrade became the winner of the auction for a total of 23.49 million rubles. Then two managers of this company were detained in the office of an employee of the ministry, with them an orange plastic folder was found, where there were 1.2 million rubles. After that, employees of Medtrade LLC confessed.

According to RBC, the minimum punishment for mediation in bribery committed by a group of persons by prior conspiracy, on an especially large scale (part 4 of article 291.1 of the Criminal Code of the Russian Federation) provides for a fine of 1.5 to 3 million rubles. The sentence imposed "below the lower limit" is motivated in the sentence by exceptional circumstances - including the active role of each convict in exposing the alleged bribe giver.^[1]
