2022: Bribe penalty
In June 2022, the Leninsky District Court of Perm sentenced the owner and general director of Medtrade Pavel Rogach to five years of suspended imprisonment and a fine of 93.9 million rubles on charges of giving a bribe of 1.17 million rubles to an official of the Ministry of Procurement of the Perm Territory when supplying mobile X-ray machines.
As established by the investigation and the court, Rogach instructed two employees of the organization to transfer a bribe to the official. The money was intended for the victory in the competition for the supply of radiological equipment worth more than 22 million rubles. The official acted under the control of the FSB.
At the end of February 2021, the parties agreed to transfer a bribe in the amount of 10% of the total contract price for the supply of three mobile X-ray machines. At the end of April 2021, Medtrade won an auction totaling 23.49 million rubles, and intermediaries - head of the regional development department Yevgeny Kravchenko and lead manager of the company Igor Nekhoroshkov - were detained in the office of a ministry employee with the first half of the amount (1.2 million rubles). The rest was planned to be transferred after full payment of the contract.
Pavel Rogach fully pleaded guilty to giving a bribe on an especially large scale, asked not to be imprisoned and confirmed his readiness to pay the fine. The businessman also acted as a specialist in checking the Investigative Committee for the purchase of medical equipment for hospitals in the Perm Territory during the COVID-19 coronavirus pandemic. The result was the initiation of a criminal case on the facts of damage fraud over 100 million rubles.
According to RBC, Rogach was in Perm before the verdict was announced on June 10, 2022. First - in a pre-trial detention center, then - under house arrest. It is possible that in the near future he will have to visit Perm again, the newspaper notes.[1]
