2024: FSB detained the head of the security department in the case of fictitious employment with theft of 6 million rubles

On August 14, 2024, it became known that employees FSB Russia of the Office of Security detained Chelyabinsk region the head of the security department of the city hospital No. 2 in Miassa on suspicion of major fraud. The man is accused of embezzling more than ₽6 million by fictitious employment of citizens.

According to TASS, the illegal actions of the official were revealed as a result of operational-search measures. As established by the investigation, from 2019 to 2024, the suspect, using his official position, organized a criminal scheme for fictitious employment of people for various positions in a medical institution. In fact, these persons did not fulfill their labor duties and were absent from workplaces. The salary was transferred to bank cards at the disposal of the head of the security department.

Based on the materials provided by the FSB, the Investigation Department of the Investigative Committee of Russia in the Chelyabinsk Region opened a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). In August 2024, the issue of choosing a preventive measure for the detainee is being decided.

This is not the first case of detention of employees of medical institutions in the Chelyabinsk region on suspicion of major embezzlement. So, on August 6, 2024, the FSB conducted a special operation to detain Dmitry Rostovtsev, chief physician of the Chelyabinsk Regional Center for Oncology and Nuclear Medicine. Together with him, the chief accountant and the head of the administrative and economic part of the medical institution were detained. According to preliminary data, a criminal case has also been initiated against them on fraud with federal budget funds on an especially large scale. The amount of damage in this case is estimated at ₽3 million.^[1]
