History

1873

In 1873 – the Astrakhan civilian fire brigade was formed.

1898

1898 – the organization of river fire police.

1918-1919

1918-1919 – according to the instruction of the Government of RSFSR in Astrakhan create air defense (air defense) for wartime or during the threatened period.

1926

1926 – in Astrakhan Provincial fire management was organized. The chief of Provincial fire management and also by a brandmayor of the city appointed Nikolay Eduardovich Nikiforov.

1927

1927 there is Astrakhan, according to the Resolution of Council of work and defense, began to be called point air defense since was subject to air defense.

1938

1938 – in Astrakhan on the basis of the solution of the 1st Astrakhan district party conference the House of defense as the center of defense and mass work was created.

1941

November, 1941 – Astrakhan is included in discharge of the cities - points MPVO and established posts of Chiefs of headquarters of MPVO are entered.

September 22, 1941 – The resolution state treasury bills of the USSR No. 830 of September 22, 1941 in Astrakhan the city committee of defense is created. Golyshev was appointed his representative. Formation of medical and sanitary, chemical and vent and abnormal and recovery commands, gain of MPVO in Astrakhan.

1942

summer of 1942 – bombings of Astrakhan in August, 1942 began the Astrakhan divisional district of air defense for protection from air is created.

1943

July, 1943 – creation of city parts of MPVO of the military personnel.

On December 27, 1943 – according to the Decree of Presidium of the Supreme Council of the USSR the Astrakhan region is formed, the MPVO Astrakhan regional system is created.

1956

On June 30, 1956 – general and compulsory education of the population to antiatomic protection begins.

1961

July, 1961 – renaming of MPVO into Civil defense.

1968

1968 – the School of a younger nachsostav is created and constructed (nowadays the UGPS Training center).

1983

since 1983 – Astrakhan it was transferred to discharge 2 groups on GO.

1973

1973 – assignment of the direct responsibility for problem solving on GO - on military districts. The Astrakhan region orderly was a part of the North Caucasus Military District.

May, 1973 – in the item Evpraksino Astrakhanskoy of the region is created the detached Mechanized GO battalion.

1976

1976 – the Group of technical service in number of 4 fire brigades is created.

1978

since 1978 – consolidation of military registration and enlistment offices and headquarters of GO for creation of uniform body of military management. The head of department of GO at a regional military registration and enlistment office - the captain 2 ranks V. Chernyshev, since 1980 - the colonel I.A. Beresnev.

1980

1980 – the separate post (in number of 12 people) on protection of the Astrakhan Gas processing plant is organized (transformed in an effect to group of GPS on protection of objects of AGK into which 3 militarized parts of fire protection entered).

1983

since 1983 – separation of military registration and enlistment offices with GO headquarters. The headquarters of GO of area is created. The chief of staff of GO is the colonel A.G. Sukhonos, his deputy - the colonel I.A. Beresnev.

1989

1989 – the headquarters of GO of the city of Astrakhan is created; same year the UGPS Educational and training complex is created.

1991

in 1991 – fire applied sport championship of the USSR is held.

1992

On June 18, 1992 – the Astrakhan regional subsystem of warning and actions in emergency is created.

1993

May, 1993 – the headquarters of GO of area is renamed into the headquarters for affairs of civil defense and emergency of area, and regional rates of GO are transformed to the educational and methodical center for civil defense and emergency.

1997

June, 1997 – the head department for civil defense and emergency of the Astrakhan region is created. The chief is a colonel S.F. Kopylets.

1998

September, 1998 – at GU GOCHS of area the structural division - Territorial rescue group "Delta" is created.

2000

June, 2000 – the rescue service on water is placed under authority by GU GOCHS of area.

2002

December, 2002 – Management of the public fire service of area is placed under authority of head department for civil defense and emergency of area, the colonel A.O. Zhigin is appointed the chief of GU GOCHS of area.

2005

since January 1, 2005 – the Head department of GOChS across the Astrakhan region is reorganized into General Directorate of Ministry of Emergency Situations of Russia across the Astrakhan region.

2009

since December, 2009 - based on Head department the Crisis Management Centre of the Astrakhan region is created and also in the territory of the city uniform phone of emergency services 112/began to function

2010

August 30, 2010 - Across the Astrakhan region the colonel of internal service I.Yu. Evstafyev is appointed the chief of General Directorate of Ministry of Emergency Situations of Russia.
