2024

3 billion rubles were collected from the shareholders of Motovilikhinsky Plants for disrupting the state order

On August 13, 2023, the Sverdlovsk District Court of Perm partially satisfied the claim of the Prosecutor General's Office of Russia and recovered from the shareholders of the defense enterprise PJSC Motovilikhinskiye Zavody about ₽2,8 billion for non-fulfillment of the state defense order. The court decided to jointly recover from the defendants ₽2 billion 758 million 620 thousand.

According to TASS, initially the lawsuit contained claims for the payment of ₽3,8 billion. The defendants in the case were Perm businessman Yuri Medvedyuk, former deputy of the State Duma of the Russian Federation and ex-co-owner of Motovilikhinsky Plants Rafael Gimalov, deputy of the Legislative Assembly of the Perm Territory Vagarshak Sarksyan, who previously held the post of executive director of the enterprise, Svetlana Sarksyan, Boris Sarksyan, Germena Sarksyan, as well as a former member of the board of directors of PJSC Ruslan Ruslan Valitov.

The representative of the prosecutor's office during the court hearings noted that the actions of the defendants led to the financial insolvency of Motovilikhinsky factories and caused the disruption of the execution of the state defense order and the termination of the corresponding contract. According to him, the company could not return the advanced funds in connection with the financial situation, which became such as a result of the actions of the defendants, who for several years withdrew hundreds of millions of rubles from the enterprise.

The contract for the implementation of the state defense order worth ₽2,5 billion was concluded with Motovilikhinsky plants in 2015, and in 2017 it was terminated. In 2018, the company was declared bankrupt, the plant's accounts payable left more than ₽13,8 billion. The issues of financial recovery of the enterprise were resolved jointly with the state corporation Rostec.

PJSC Motovilikhinsky Zavody is the oldest operating enterprise in the Urals operating in the field of metallurgical production. The company designs and produces special military equipment and oilfield equipment. Motovilikhinsky plants produce the only combat and transport-loading vehicles in Russia from the Grad, Smerch and their modified versions of Tornado-G, Tornado-S multiple launch rocket systems[1]

2023: Redemption of property by Remdizel

The manufacturer of armored vehicles "Remdizel" bought the property of the bankrupt "Motovilikhinsky plants" (MZ) for 1.28 billion rubles. The results of trading were announced in early November 2023.

As Kommersant writes with reference to the bankruptcy trustee of the plant, the price under the contract differs in a smaller direction (1.3 billion rubles were initially proposed) due to a decrease in the amount of receivables of Teplo-M LLC, MGM LLC and SKB CJSC (subsidiaries of the Ministry of Health) on the date of conclusion of the contract.

Remdizel bought the property of the bankrupt Motovilikhinsky plants

According to RT-Capital (part of the Rostec state corporation), Remdizel will be obliged to maintain the intended purpose of the property complex of the Ministry of Health and mobilization property, as well as fulfill the debtor's contracts related to the implementation of the state defense order.

Motovilikhinsky Plants, one of the largest factories for the production of artillery systems in the country, is engaged in the production and repair of multiple launch rocket systems, self-propelled barrels and towed artillery installations. The company also manufactures special steel and equipment for the oil and gas industry.[2]

2022: Asset sale starts

In 2022 - after the start of a special operation in Ukraine - the property of the factories began to be sold. For example, in March 2022, the substation of one of the factories was sold to a local entrepreneur for 550 thousand rubles[3]. The administrative building went under the hammer for 238 million rubles.

Later, it was decided to sell all the profile assets of Motovilikhinsky Zavody PJSC in a single lot, although before that it was planned to divide into civilian and military. At the request of the Rostec structure, the company was forced to put up for sale property worth 3.5 billion rubles. It included production workshops, an engineering building, administrative and utility premises, and various equipment. Promsvyazbank demands another 1 billion rubles .

Local authorities recognize the importance of Motovilikhinsky Plants and ask Rostec and the Ministry of Industry and Trade to quickly complete the bankruptcy process in order to begin expanding and investing in the enterprise.

2018: Motovilikhinsky plants declared bankrupt

For 2018, the Motovilikhinskiye Zavody (MZ) group united the metallurgical complex and a number of engineering areas, produced oil field equipment, and produced weapons: multiple launch rocket systems and barrel artillery.

In March 2018, bankruptcy proceedings were introduced in Perm against the manufacturer of artillery systems PJSC Motovilikhinsky Zavody. At the end of February, Vitaly Shemigon, without waiting for the meeting of creditors, made a report to the arbitration court on the financial condition of Motovilikha. In his opinion, PJSC is insolvent, there is no possibility of restoring solvency in the near future. Earlier, Kommersant's sources claimed that Rostec had decided to enter the enterprise into bankruptcy proceedings and sell property to controlled companies. As a possible acquirer of assets, CJSC Special Design Bureau was called (according to SPARK, 100% of the company's shares belong to Motovilikhinsky Plants).

1736: Foundation of the smelter
