History

2020: New Head of Department - Tatiana Matveeva

On March 28, 2020 , Tatyana Matveeva, who previously worked at the Federal Tax Service, was appointed head of the Office of the President of the Russian Federation for the Development of ICT and Communications Infrastructure.

2018: Reorganisation and separation of powers

In June 2018, President Vladimir Putin signed a decree on optimizing the structure of the presidential administration, which affects, among other things, the structures responsible for the development of ICT and digital technologies. Now, it follows from the decree, two structures oversee activities related to digital technologies in the presidential administration.

According to the decree, the Office of the President for the Application of IT and the Development of Electronic Democracy is being transformed into the Office of the President for the Development of Information and Communication Technologies and Communications Infrastructure. This new structure is entrusted, among other things, with ensuring the activities of the president on state policy in the development of digital infrastructure and the use of ICT.

The leadership of the president's ICT department in his previous format was previously carried out by Andrei Lipov, and was supervised by presidential aide Igor Shchegolev. The June presidential decree states that the general management of the reorganized Office of the President for the Development of ICT and Communications Infrastructure is carried out by the First Deputy Head of the Presidential Administration.

The decree did not indicate which first deputy would do this. In the newly formed presidential administration in June, the two first deputy presidential administrations that retained their places are Sergei Kiriyenko and Alexei Gromov.

It follows from the document that, along with ICT management, the first deputy head of the presidential administration will also lead the activities of the presidential administrations on domestic policy, on ensuring the activities of the State Council of the Russian Federation and on public projects.

Later it turned out that Kiriyenko became the curator of the new ICT management: by the time of the reorganization, he was already in charge of the department for internal policy and public projects. Gromov as part of the "old" administration was responsible for traditional media, including print, federal television channels, news agencies and radio stations.

In the new structure of the presidential administration, the reorganization also affects the Expert Department of the President, which is now entrusted, among other things, with ensuring activities on the application of digital technologies and on issues of technological development.

Earlier, the activities of the Expert Department were associated with expert and analytical support for the president's implementation of his constitutional powers, and Vladimir Simonenko heads it. The president's June executive order makes no reference to who will lead that office after giving it new powers.

2012: Creating a Management

On June 30, 2012, Vladimir Putin signed a decree "On the Office of the President of the Russian Federation for the Use of Information Technologies and the Development of Electronic Democracy." Its purpose in the document is described briefly - the development of information technology.

The department was formed as part of the presidential administration. The head of the administration, Sergei Ivanov, must submit a draft regulation on management for approval within a month, as well as approve its structure and staffing table.

Earlier, Vladimir Putin appointed ex-Minister of Communications Igor Shchegolev as his assistant. As the presidential press secretary Dmitry Peskov said, Shchegolev will deal precisely with information technology issues.
