2025: Level Group bought out MR Group's stake in Paveletskaya City complex

At the end of October 2025, Level Group became the sole owner of the Moscow residential complex Paveletskaya City after buying out a 50% stake from its partner, MR Group. The amount of the transaction for the acquisition of rights to complete 112.96 thousand square meters. m is estimated at 3 billion rubles, reports Kommersant.

According to the Unified State Register of Legal Entities (USRUL), on October 27, 2025, 100% of the shares in the authorized capital of LLC SZ Dubininskaya 59 were transferred to LLC Level Group. The former co-owner, affiliated with MR Group LLC R-Project, stopped participating in the company. As a result, Level Group embarked on a one-man project. There are no official comments from representatives of both companies.

Dmitry Shelkovsky, Head of Land Assets and Development at IBC Real Estate, estimates the value of MR Group's stake in the Paveletskaya City project at 3-5 billion rubles. According to him, partnership agreements in development provide for the possibility of one of the parties to leave before the complete completion of the project.

According to the founder of the BnMap.pro, Irina Dobrokhotova, the reason for the developer's withdrawal from the project could be the decision to concentrate resources on the implementation of more economically attractive objects.

Maxim Chernyadyev, Director of the Land Projects Department of NF Group, points out that MR Group is reviewing the strategy and assessing the effectiveness of its investments.

According to Rosreestr, 58.1 thousand equity agreements were concluded in the capital in January-September 2025, which is 9% lower than in the same period in 2024. Against the background of falling demand for housing in Moscow, developers began to more selectively approach new projects and more often unite for the implementation of large facilities, notes Maxim Chernyadyev.^[1]
