2025: Declared Bankrupt
In mid-June 2025, the Penza Region Arbitration Court declared the pharmacy chain Pharmacy bankrupt. The initiator of the procedure was Bank St. Petersburg.
According to Interfax, Pharmacy is the guarantor of Biotek LLC for loans raised in the named credit institution. At the same time, the pharmacy chain itself belongs to the family of businessman Boris Spiegel, who received 11 years in prison for bribes to the governor of the Penza region. "Pharmacy" is mentioned in the materials of the relevant criminal case. According to financial documentation for 2023, the beneficial owner of Pharmacy is Evgenia Spiegel, the wife of Boris Spiegel.
Bank St. Petersburg sent a bankruptcy petition to Pharmacy in December 2022, but at the first stage this claim was left without consideration. The appeals court then returned the case to a lower court. In April 2024, the court introduced surveillance in the pharmacy chain, and also included in the third stage of the register of creditors' claims about 100 million rubles of Pharmacy's debt to the bank.
It is also noted that the Prosecutor's Office of the Penza Region tried to suspend the consideration of the bankruptcy application - before the entry into force of the decision in the case of recovering 8.2 billion rubles from the state, where the pharmacy chain acts as a joint defendant. But the court ruled that "checking on appeal the legality of the disputed debt to the Russian Federation is not an obstacle to considering the bankruptcy application of the debtor."
After the debtor is declared bankrupt, claims against him can be repaid only within the framework of bankruptcy proceedings in proportion between all registered creditors. Danil Dolin, a member of the Continent Union of Arbitration Managers, has been appointed bankruptcy trustee in this case[1]
