2020: Participation in cartel for 260 million rubles

On August 17, 2020 the Novosibirsk Office of the Federal Antimonopoly Service (FAS) announced identification of large cartel in the market of services of repair and maintenance of the medical equipment. The regulator recognized Sibmer LLC and Radiatsionnaya tekhnika LLC by violators of the antitrust law (the companies agreed and supported the prices at biddings, acting for the benefit of each other) with participation in 89 biddings for the total amount of 260 million rubles.

Earlier Rosfinmonitoring detected between suppliers of transaction, having "signs of transit cash flow" and not making economic sense. After the appeal of department to OFAS, job analysis of the companies on state procurements which showed that in 19 cases decrease in the starting maximum price of the contract was from 0.5 to 1% was carried out.

FAS revealed cartel in the market of repair of the medical equipment for 260 million rubles

FULL FACE noted that because of anti-competition practice fair participants who could become winners at biddings suffered and sign the contract on profitable to the budget to the price. Materials of antimonopoly investigation are directed to the Ministry of Internal Affairs in the Novosibirsk region for making decision on criminal proceedings.

Sibmer LLC and Radiatsionnaya Tekhnika LLC are defendants even in one antimonopoly trial of FAS. The companies are suspected of maintenance of the prices at 475 biddings for execution of works on maintenance of the medical radiological equipment. The amount of these contracts was over 3 billion rubles.

Besides, now concerning officials of the company passing on two episodes of cartel investigations in Moscow and Novosibirsk criminal cases on signs of the crime provided by Part 5 of Article 291 of the Criminal Code of the Russian Federation are brought there is a bribery when tendering — the Head of the Anti-Cartel Department of FAS Andrey Tenishev emphasized.[1]
