Declaration on creation of the Russian Cryptological Association

• Revolution in telecommunication, computer and information technologies became not only an objective reality, but also the factor having a considerable impact on life of society. * New opportunities of political, economic and social development open. In new historical conditions providing a harmonious combination of the rights of the personality and the interests of the state, the interests of an individual and society becomes the major task.
• Formation in Russia of strong civil cryptology is an integral part of the solution of an assigned task. Creation of the public organization integrating developers and consumers of information technologies, lawyers and economists, businessmen and politicians all those who are interested in development of civil cryptology became an objective necessity.
• Realizing the responsibility, we create the Russian Cryptological Association as the organization which main objectives are:
• Creation of self-regulating community of specialists in the field of the cryptology for the purpose of ensuring balance of interests of all participants of process of social development of parts concerning use of information technologies.
• Integration of Russia into a common information space on the basis of observance of interests of domestic manufacturers, developers, suppliers and consumers of modern information, telecommunication and cryptographic technologies.
• Global support and development of civil (open) cryptology and sciences, adjacent to it.
• Consolidation of efforts of all interested persons - developers, producers, suppliers and consumers of modern information technologies and technologies of data protection of all-civil appointment.
• Formation for the benefit of all sectors of society of the civilized market of modern information, telecommunication and cryptographic technologies.
• Support of perspective theoretical researches and applied developments in the field of cryptology and interdisciplinary sciences.
• Promotion and promoting of opportunities and last achievements of the Russian and foreign cryptology.
• Consumer protection from low-quality solutions in information technology field.
• Protection of interests of Russia in the course of integration into a common information space.
