Opening of the direction on neutralization of cyberrisks

The Russian the association of the cryptoindustry and blockchain (RAKIB) announced on November 19, 2018 opening of the area of work on neutralization of cyberrisks.

Within the direction experts of RAKIB together with players of insurance market and the participating companies of association started development of insurance products which will allow to minimize the main risks which are found in a work progress over a blockchain projects.

The meeting of the president of RAKIB Yury Pripachkin and Stephen Barnett, the regional president of AIG MEA (Middle East and Africa) became the important event which allowed to optimize work on insurance of cyberrisks.

During the meeting top trends of market development of cyberinsurance in Russia and perspectives of start of the personal and corporate products aimed at representatives of the Russian cryptoindustry were discussed. According to Stephen Barnett, AIG is already ready to offer the Russian audience interesting and profitable insurance products.

In RAKIB the vice president for development and regulation of the market Valery Petrov will be engaged in development of the direction in insurance of cyberrisks.

RAKIB will develop the Russian mining pools

The Russian Association of the Cryptoindustry and Blockchain (RACB) intends to be engaged in development of domestic mining pools, including to return to Russia that money which is paid now by miners to the Asian and western companies for an opportunity to mine cryptocurrency. In September, 2018 told about it in an interview to Prime agency the director of association^[1].

Now in  Russia in  the industry of mining there are more than 400 thousand people for  70 thousand enterprises. Equipment number  — hundreds thousands machines. "There are large objects, there are small objects, it is a lot of house" mining  — in  a garage or "in kitchen". But the number of people in  the industry will decrease , first of all,  due to reduction of number of nonprofessional miners. At the same time the share of professional players will increase:  electric power specialists, on  IT and  the software, on  cooling of the equipment  and so on. So "collective-farm, industrial" mining will turn into  the modern data-center"  — he noted.

Preparation of legislative, tax and technical base in the field of control and licensing mining hotels and data centers

Emergence of legislatively fixed requirements to mining hotels will raise in the near future questions of licensing and control of activity of this sort of premises. There will be also a question of taxes as income mining hotels will only increase in process of increase in demand for release of tokens during numerous ICO.

For preparation of legislative, tax and technical base in the field of control and licensing mining hotels and data centers, will be organized special committee which will be headed by the vice president of RAKIB for mining and the software Abramenko Alexander.

Preparation of legislative and tax base, formation of standards on security, assessment of technical compliance to standards and certification mining hotels and data centers will become the main objectives of work of committee in the Russian association of cryptocurrencies and a blockchain.

Creation of a system of protection of investments into ICO

On February 19, 2018 Globex (subsidiary bank of VEB state corporation) and "Russian Association of Cryptocurrencies and Blockchain" (RACB) announced creation together with the Internet platform CrowdHub of a system of protection of investments into ICO — placements of tokens by the Russian companies. It is supposed that the first system of guarantees of investments into cryptocurrencies will appear in Russia in 2018.

As envisioned by developers, the project will allow investors to control expenditure of means: payments will be made step by step according to the approved development plans for startups. Experts pay attention that the mechanism of legal protection of the rights of investors in ICO is not fulfilled — unclear what legal actions to take if there are disputes.

As the director of RAKIB Arseny Shcheltsin told Izvestia, with assistance of association and Globex the ICO hub which basic element will be a system of guaranteeing investments in cryptocurrency startups is created. It will work based on the CrowdHub platform (a joint pilot project of the vice president of RAKIB Denis Dushnov and association). This information was confirmed by the head of department of development of e-commerce and remote banking of Globex Alexander Mineev. According to him, the project starts in March, 2018, and study of strategy of its development will begin further.

According to association, a system will work as follows: RAKIB will recommend to the participants to raise funds through an ICO hub. The company which will want to raise money for project implementation will be registered on the website CrowdHub.ru. Further the entrepreneur for receiving money opens an escrow account in Globex, and for acceptance of cryptocurrencies gets a purse on the above-mentioned website.

The investors wishing to invest money in the project are also registered on the website CrowdHub in a personal account: from there means will go to an escrow account of the company startup in Globex.

In turn, cryptocurrency investors transfer money for the e-wallet — CrowdHub will be responsible for their distribution.

Control expenditure and the course of implementation of the specific project there will be groups of investors replacing each other. If they consider that the project goes according to the plan, then vote for transfer of a part of the attracted money for implementation of the subsequent stages. If more than 51% voted against, then balance is redistributed between investors and the project is liquidated, explained in RAKIB.

It is supposed that the test period of work of all system will last not less than three months — during this time in RAKIB expect to collect statistics on ICO to optimize functionality of a hub, Denis Dushnov added.

2017: G. Klimenko and Yu. Pripachkin announce creation of RAKIB

Russia will create Association of a blockchain and cryptocurrencies (RABIK) which will integrate participants of the market of blockchain technologies, owners of cryptocurrencies and investors. It was said in August, 2017 by the Adviser to the President of the Russian Federation concerning the Internet German Klimenko.

The structure will consist of three committees — Blockchain, "ICO and investments into a blockchain", "Mining and miners". Work in them will be conducted both internally, and in absentia on the special crowdsourcing platform. Committees will include representatives of the relevant sectors a blockchain industry.

The chairman of organizing committee for creation of RABIK Yury Pripachkin emphasized that the association will also conduct constructive dialogue  with the regulator for the purpose of legitimization of cryptocurrencies and blockchain technologies, distribution the practician of implementation of blockchain technologies in the government commercial and public institutions.

According to  the director of project activity of Institute of development of the Internet Arseny Shcheltsin, this structure will help implementation of an important national objective — creation with Russia of digital economy.
