Russian research institute of development of public networks (RIPN)

The Russian Research Institute of Development of Public Networks (RIPN) was created by the State Committee of RSFSR for Science and the Higher School, and is registered by the Institute of Atomic Energy (IAE) of I.V. Kurchatov and IAE Data processing center of I.V. Kurchatov in 1992 as non-profit organization.

In 2004 the "Russian Research Institute of Development of Public Networks" Organization non-profit organization is transformed to Autonomous nonprofit organization "Russian Research Institute of Development of Public Networks" (ANO RIPN).

2020: The rights to the domain.su passed from FRI to Roskomnadzor

In October, 2020 the prime minister Mikhail Mishustin signed the order which he appointed Roskomnadzor the founder of ANO Russian Research Institute of Development of Public Networks (owns the rights to the domain zone.su of the USSR) on behalf of Russia. Representatives of Russia in governing bodies RIPN will be appointed by Roskomnadzor.

Roskomnadzor on behalf of the Russian Federation performs functions and powers of the founder of autonomous nonprofit organization "Russian Research Institute of Development of Public Networks" which coordinates activities for formation of the domain names entering into groups of the domain names making the Russian national domain zone and which is the registered owner of databases of this zone in the international organizations of distribution of the network addresses and domain names, said in the document published on the website of government information.

The rights to the domain.su passed from FRI to Roskomnadzor

In September, 2020 it became known that the rights to management of the domain.su passed from "Fund of Development Internet" (FDI) to the state. The organization managing the domain about 20 years assigned the rights to it upon the demand of Presidential Administration according to requirements of the law on sovereign Runet. Soon after that one of cofounders of fund Alekseev Soldatov was released from under house arrest.

The essence of the official charges brought to Soldatov and also his business partners Evgeny Antipov and Alexey Shkittin was that they, according to the investigators, organized a transfer more than 450 thousand IP addresses from RIPN to the Czech provider Reliable Communications therefore the material damage for the amount more than 620 million rubles was caused to institute.

Administrator of zones . RU and . The Russian Federation is the Coordination center. The state through Mintsifra's representative (the former name — the Ministry of Telecom and Mass Communications) was included into council of CC, also the ministry was one of founders of CC. Now these functions were taken by Roskomnadzor, as well as in the domain su.^[1]
