2025: Nationalization

On December 5, 2025, a decision on the nationalization of the property of eleven organizations entered into force in Sevastopol. The basis for the verdict was the accusations of the owners of companies in assisting the special services of Ukraine. This was announced by the Governor of Sevastopol Mikhail Razvozhaev.

According to the working group of the city's Anti-Terrorist Commission, business owner Alexei Kantsebovsky is a member of pro-Ukrainian groups in the Telegram messenger, publishes comments that were qualified as anti-Russian, and also transfers cryptocurrencies to foreign special services. Alexei's mother, Larisa Kantsebovskaya, was recognized as the actual head and founder of companies united under the Sevstar brand.

Crimean Internet provider Sevstar was nationalized due to accusations of helping the Armed Forces of Ukraine

According to Kommersant, the brand has been positioning itself as the largest Internet provider in Crimea, providing communication, television and video surveillance services for the population and enterprises since 2006.

According to the decree of the government of Sevastopol, the movable and immovable property of the following organizations was seized into state ownership:

  • Sevstar Isps LLC;
  • Sevstar IT LLC;
  • Sevstar MT LLC;
  • LLC "Lankom";
  • Sevtelekomservice LLC;
  • LLC "Frinet Crimea";
  • LLC "Scientific and Industrial Enterprise" Mist ";
  • individual entrepreneurs M.S. Tikhova and A.N. Kurbatova.

Mikhail Razvozhaev also said that during the nationalization of Sevastopolgaz's property, legal entities and citizens who commit unfriendly actions against Russia were identified. They are beneficiaries under foreign control, the governor said. Thus, the company Digital Innovations LLC and Spettehservice LLC became the property of the city.

According to Kommersant, for the work done, Razvozhaev expressed gratitude to the head of the Sevastopol FSB department and other involved law enforcement agencies.[1]
