In November, 2011 it became known[1]that within the last year representatives of the Sloane Square Capital Partners (SSCP) company registered in Luxembourg took considerable number of places in Boards of Directors of the longhaul operator Multiregional Transit Telecom (MTT), the supplier of telecommunication equipment RTK-Leasing and the companies from the Zelenograd microelectronic Angstrem group. Also top management of SSCP began to present the interests of the Eventis Telecom Holdings (ETH) company working at the telecommunication markets of the CIS countries.
NGI
Still creation of fund NGI which in 2010 purchased French Linux- the developer was the most known transaction of SSCP Mandriva. Shareholders of NGI are the managing director of SSCP Artur Akopyan and the ex-Minister of Communications Leonid Reiman.
Angstrem In 2011 Reiman and SSCP had other joint project: in the Angstrem group the new enterprise – NPO Angstrem was created. Leonid Reiman became one of its shareholders. Together with him the board of NPO Angstrem was joined by two top managers of SSCP – Alexey Chernikov and Tatyana Chapaykina.
SSCP have interests also in Board of Directors of JSC Angstrem - the main enterprise of the group of the same name. From the middle of 2011 three top managers of the company - Elena Nikotina and also above-mentioned Chapaykina and Chernikov - joined the enterprises the board. Council also includes the CEO of JSC Angstrem Alexey Tabolkin and his predecessor Valery Dzhkhunyan. Thus, representatives of SSCP and the management of Angstrem together have five of nine places in Board of Directors.
MTT Since the end of 2010 representatives of SSCP received control and over MTT, having occupied three of five chairs in its Board of Directors. From SSCP council included Chernikov, Akopyan and Ayur Dodozhiyev. Two others is a CEO of MTT Evgeny Vasilyev and the former head of Sinterra Vitaly Slizen. Both of them in turn headed department of state policy of the Ministry of Telecom and Mass Communications when Leonid Reiman was the minister.
RTK-Leasing Other company most of which of places in Board of Directors in 2011 passed to SSCP - RTK-Leasing. Top managers of SSCP received four of five seats in council, Chernikov, Nikotina, Chapaykina and Olga Ignatkina became them. The fifth board member is the CEO of RTK-Leasing Georgy Gusev.
For July, 2012 four of five places in Board of Directors are still occupied by the same top managers of Sloane Square Capital Partners (SSCP).
Eventis Telecom Holdings (ETH) At last, SSCP is connected also with ETH which fights for recovery of the rights to a controlling stake of the Kyrgyz mobile operator "Bimokom" (Megacom trademark) now. In 2011 the interests of ETH at meetings with the authorities and media of Kyrgyzstan were represented by top managers of SSCP: Akopyan, Chernikov and Dodozhiyev.
Artur Akopyan told managing SSCP to CNews that the company is not a shareholder of Angstrem, MTT, "RTK-Lizinga" or ETH. "Participation of staff of SSCP in Boards of Directors of the different companies is caused by the different reasons, and in some cases it is not connected with work in SSCP in any way, and our employees can execute a role of independent directors, - Akopyan says. - In some cases we can represent the interests of the specific shareholder".
In MTT, according to Akopyan, SSCP perform work for the benefit of PromSvyazKapital holding of brothers Alexey and Dmitry Ananyevykh owning 75% of stocks of the operator. The representative of PromSvyazKapital confirmed it. "In RTK-Leasing history is more difficult: there are different shareholders, but between them there is a consensus that work on restructuring and collecting receivables is necessary", - Akopyan says.
In ETH, according to the representative of SSCP, the company is engaged in return of Megacom and considers it "an example of successful work" (ETH confirmed it). Akopyan refused comments about Angstrem.
The company SSCP is created on the basis of partnership, its founders are Akopyan, Chernikov, etc. Also Gleb Ognyannikov who in 2008 announced ETH purchase initially was among partners, but recently he does not participate in a company performance.
Meanwhile, in a varying degree market participants carried all listed companies to "the St. Petersburg group of operators". So, over "RTK-Lizingom" (the scheme of shareholders as of 2004) and the MTT "St. Petersburg group" set control at the beginning of the 2000th. ETH, in particular its first owners – Vladimir Adrosik and Dmitry Ivanter – were also associated with "St. Petersburg": for example, in 2006 ETH owned operator of fixed connection the Synterra created from assets of the "St. Petersburg" group, and in 2009 acquired at the "St. Petersburg" 25% of shares MTT.
And in 2007 ETH, without public publicity, acquired 25% of shares of Angstrem at Sergey Veremeenko and as much again received as a deposit. "The St. Petersburg group of operators", in turn, traditionally was associated with Leonid Reiman's figure. In particular, in 2006. The Zurich tribunal at the International chamber of commerce recognized the Minister of Communications of that time by the owner of one of key assets of group – IPOC fund, however, Reiman is charge rejected.
"Leonid Reiman is an investor in NGI fund which was created by me for investments into venture technological projects for the growth phase, - Akopyan said. - I am proud of the fact that thanks to it we attracted not only investments, but also huge examination in the market of ICT". On other projects or possible participation of the ex-minister in SSCP Akopyan refused comments about possible cooperation with Reiman. Reiman did not answer a call of CNews.
