The Bank of Russia revoked the license for compulsory health insurance (compulsory medical insurance) at Spassky Gate-M. The corresponding order was signed by the regulator on December 10, 2020, and the next day the decision entered into force.
The Central Bank explained the revocation of the license by violating the requirements of the list of assets allowed for investment and the procedure for investing own funds (capital), "as a result of which the amount of assets that do not meet the requirements of the list and the order of assets in which the insurer's own funds (capital) are invested is more than 20% of the insurer's own funds (capital), determined in accordance with the methodology established by the Bank of Russia." The Central Bank took into account "the presence of a threat to the rights and legitimate interests of insured persons, the stability of the financial (insurance market) in terms of compulsory health insurance."
According to the Central Bank, insured persons have the right to independently choose a new insurance medical organization and submit an application. If they do not do this, the territorial compulsory medical insurance fund itself will send information about citizens to other insurers. Those within three days will inform new customers about the need to issue a policy. The period for issuing the policy does not exceed 30 days.
According to the company itself, operating in the market since 1992, more than 3 million people are its clients by December 11, 2020. On the website of the insurance group, an announcement was published on the termination of the registration of compulsory medical insurance policies.
In January 2020, the Central Bank of the Russian Federation revoked the license for voluntary personal insurance from Spassky Gate-M, with the exception of life insurance. The decision was made due to the voluntary refusal of the insurer. Thus, the company has currently revoked all licenses for insurance activities.[2]
