TelesensKSCL AG (Germany, Cologne) develops and implements billing systems for data services and a voice for the mobile and fixed networks. The products TelesensKSCL support such technologies as IP, GSM, GPRS and UMTS. The company offers one of the first billing systems for broadband technologies, such as ATM, Datex-M and Interconnect Settlement.
In February, 2002 JSC Telekominvest announced creation of TCI-Telesens subsidiary company, joint venture with TelesensKSCL AG. This firm had to concentrate the efforts on creation and implementation of billing solutions for large telecommunication companies. It was planned that the TCI-Telesens joint venture will be based in Moscow, 51% of stocks of the new company will belong to JSC Telekominvest, and 49% - the German company TelesensKSCL AG. As the CEO of JSC Telekominvest of Andrey Mikhaylenko said, TCI-Telesens will propose complete billing solutions for large telecommunication companies of level of the regional enterprises of Svyazinvest.
In June, 2002 TelesensKSCL began insolvency proceeding that put many users of its software in a difficult situation. In July purchase of the British division of TelesensKSCL was announced by Convergys company. It assumed all obligations for customer service of the British division of TelesensKSCL, including three European mobile operators from the Vodafone group in Ireland, Greece and Romania, the Hong Kong company Smartone and the Finnish operator Radiolinja. Besides, under the aegis Convergys was completely passed by two cellular giants O2 and Orange (earlier they were serviced together with TelesensKSCL).
In September, 2002 it became known that the North-West Telecom (NWT) company refused plans for use of a billing system of TCI-Telesens. SZT had to become the first company on which network it was going to implement a product of the joint Russian-German venture TCI-Telesens. It was planned that the software of TCI-Telesens on SZT network will be set in the middle of 2002. Contract amount on delivery of billing for SZT was estimated at $2.5 million. In September, 2002 the press secretary of SZT Kirill Voloshin reported that the company was engaged in search of the new supplier of billing.
