The technical committee on standardization 465th Construction works based on federal autonomous institution "The Federal Center of Regulation, Standardization and Technical Assessment of Compliance in Construction" (FAU "FTsS").

Taking into account the carried-out updating of expert structure and integration of PTK 705 the structure of shopping mall 465 totals 285 members who sent in total more than 700 experts to structural divisions of technical committee of shopping mall 465.

The shopping mall 465 integrates representatives of the state regulator, active representatives of business communities and the scientific organizations of the highest competences, leaders of the construction industry.

2020

At the Ministry of Construction, Housing and Utilities of the Russian Federation the Project office on digital transformation in construction and housing and public utilities is created

The new structure is founded based on the FAU "FTsS" jurisdictional enterprise within implementation of the federal project "Digital Public Administration". Management of complex infrastructure projects of town-planning activity will become the main task of Project office. Transfer to an electronic format of all main public services and actually all processes of lifecycle of objects of capital construction will be conducted step by step. At the expense of it there will be a simplification administration of different business processes in building industry, timelines for delivery of services will be reduced, the official site of the Ministry of Construction, Housing and Utilities of the Russian Federation reports in December, 2020.

The project office will supervise design, development, implementation and development of information systems and products and also collecting, creation, change, structuring and ensuring quality of data and also their systematization and storage.

FAU "FTsS" within implementation of activities of organization for the organization and execution of works for project management of digital transformation, management of architecture of information systems and carrying out industry expertize during creation of uniform digital space in construction will organize work of Project office. At the moment according to the order of the Government of the Russian Federation our specialists developed the qualifier of construction information (QCI) which actually will become communication language between the different systems. It is the first step in information modeling. It will help both to project with BIM, and to pass the examination. Thus, all further lifecycle of an object, including operation, transfer of communications, change of designs - all this will be reflected online in an information model, - the director of FAU "FTsS" Sergey Muzychenko told.

The project office will consist of several divisions which will provide:

• development of digital products in construction and the utility industry, formation of offers on digital transformation of processes and implementation of new digital solutions;
• development of digital architecture, development of the state information systems;
• information security due to development of information security policy for the state information systems in the field of town planning and housing and public utilities, creation of models of threats of information systems;
• intellectual data management, including building of data lifecycle management, development of processes of management of data streams and their quality, industry classification system and data coding;
• projects implementation, including ensuring effective projects implementation on creation, development and upgrade of the state information systems.

The Ministry of Construction, Housing and Utilities of the Russian Federation set rules of design of biotransitions on objects of transport infrastructure

The Ministry of Construction, Housing and Utilities of the Russian Federation approved the set of rules "Bioperekhoda on objects of transport infrastructure. Rules of design". Biotransitions (or the ekoduki) are intended to protect motorists from sudden meetings with the wild nature, and an animal to allow safely to migrate.

The approved documents are approved with profile authorities and the organizations among which there is a Ministry of Transport of the Russian Federation, FAU "ROSDORNII", Technical committee of shopping mall 418 Road economy, JSC "Russian Railways", Avtodor Group.

The set of rules includes advanced technologies in design of biotransitions and meets the requirements for updating and harmonization with available construction normative within the "Housing and Urban Environment" national project, the Minister of Construction, Housing and Utilities of the Russian Federation Vladimir Yakushev noted.

"When developing the set of rules of design of biotransitions extensive world practices on creation of biotransitions through highways were analyzed. Data retrieveds, at close interaction with representatives of scientific community, allowed to apply the most optimal technical and logistic solutions of design of such constructions by climatic, geographical and specific parameters in the territory of Russia. So, constructive solutions of biotransitions for a different environment are defined that will allow to reduce the number of the road accidents with participation of wild animals", – Vladimir Yakushev told.

In the set of rules "Bioperekhoda on objects of transport infrastructure. Rules of design" are implemented the following advanced technologies:

• the device of biotransitions (bridge/tunnel types) for all types of fauna is provided;
• the specification of gardening taking into account natural features of the built-up territory and the fauna living on it is provided;
• the specification of the barriers (bringing) taking into account natural features of the built-up territory and the fauna living on it is provided.

According to the developer of the set of rules – Promtransniiproyekt Ltd – as a result of implementation of advanced technologies in the joint venture the security level on transport objects in zones of migration of wild animals will raise up to 10%, the number of road accident will decrease, will be will remain a specific variety of fauna.

JV Bioperekhody na objektakh transportnoy infrastruktury. Pravila proyektirovaniya it is approved as the order of the Ministry of Construction, Housing and Utilities of the Russian Federation of December 16, 2019.

The document becomes effective 6 months later after the publication of the relevant decree.

Regulations in the field of BIM technologies

On June 6, 2019 it became known that FAU "FTsS" of Ministry of Construction will organize discussion with professional community of projects about 30 subordinate regulatory legal acts in the field of implementation of BIM technologies. It was said by the deputy director of organization Karina Telyants.

We have a huge desire to involve professional community in project development of bylaws. The approved position should be developed, emphasized Karina Telyants, the deputy director of FAU "FTsS"

In particular, creation of the NPA with requirements to an information model of an object of capital construction at all stages of lifecycle and also to information systems for interaction with official bodies within work with these models is planned. By words Telyants, all necessary information will be published on the official site of FAU "FTsS" till June 14. In the same place the electronic platform for expert discussion and also the direction of notes and offers will be created.

It is supposed that an opportunity to voluntarily provide the project documentation in bodies of state examination in the form of BIM model will appear at the beginning or the middle of 2020, marked out the deputy director of FAU "FTsS". About need to make it the mandatory requirement there is no still unambiguous position, specified Telyants. According to her, previously terms of obligatory transition to BIM in the field of the state order are planned for 2022-2024 ^[1].
