2022: Creation of SEZ

Prime Minister Mikhail Mishustin signed a decree approving the creation of a special economic zone (SEZ) of an industrial and industrial type in the Kursk region. This was announced by the press service of the Government of the Russian Federation on February 28, 2022.

The first SEZ in the region (its name is "Third Pole") will appear on the territories of two municipalities - the city of Zheleznogorsk and Zheleznogorsk district. It is noted that conditions will be created here for the implementation of investment projects in the field of metallurgy, mechanical engineering, chemistry and other fields. In particular, it is planned to build plants on the territory of the SEZ for the production of hot briquetted iron, rubber products and innovative railway equipment.

Mishustin approved the creation of a special economic zone in the Kursk region

By 2031, about 40 billion rubles of private investment in new production under the SEZ is expected, as well as the creation of about 600 jobs. At the first stage, three residents of Mikhailovsky GBZh LLC confirmed their readiness to implement new investment projects (USM Holdings), Vagonmash Group of Companies (with a subsidiary of Advanced Engineering Technologies for 234 million rubles) and Quartz Group of Companies (a subsidiary of Zheleznogorsk Zavod RTI Group for 168 million rubles).

Independent industrial expert, candidate of economic sciences Leonid Khazanov in a conversation with RBC called the main problem of the "Third Pole" - attracting residents. On the one hand, it is located in the Central Black Earth Region near the border with Ukraine and relatively close to Belarus and at the same time near the logistics routes leading to the south, north and east of Russia. On the other hand, it may not interest investors, since without the Third Pole, many different special economic zones and industrial parks have been created, in which they are glad to see any potential residents, the specialist argues.[1][2]
