In April, 2011 it became known that, owners of the Cyprian Timeturns Holdings which is busied in the telecommunication markets of developing countries is the deputy of the Moscow City Duma from United Russia Alexander Milyavsky and the businesswoman from Nepal Samatha Prasad. Development
- The main asset of holding is "The Rubin Moscow Television Plant (MTP) (April, 2011 is specified as an asset on the website Timeturns), which president before leaving in policy in 2005 was Milyavsky. According to the report of MTZ "Rubin", for April, 2011 its shareholders through Redvest company are Milyavskogo Zhanna's mother (41.78%) and Samata Prasad (38.6%).

It provoked the conflict with the owner of Gorubshka Garegin Grigoryan who as a result could receive a part of squares of Rubin for leasing under outlets. For April, 2011 MTZ "Rubin" completely switched to developer projects: the company builds the business center Rubin, the housing complex "Vest of Pollacks", a cultural entertainment complex of "Ekstrakt-Fili" and hotel business center.
- Timeturns has assets in the field of development and in Belarus: according to the website of holding, it owns the Minsk residential district "Friendship", business center "Rubin — the Plaza" and BSK Engineering construction company.
- Besides, Timeturns owns the Belarusian machine-building holding "Amkodor" and a mionritarny share in the Belarusian branch of Alfa-Bank (links to information on not telecommunication projects of Timeturns were deleted from the website of holding, but pages remained are available). History
Timeturns Holdings is created in 2007.
Timeturns began the activity in telecommunications with Nepal, having created the country's first non-state mobile operator Spice Nepal with GSM frequencies in the ranges of 900/1800 MHz. The controlling stake of the operator belonged to other investor from the former USSR — the Kazakh Visor Holding. In 2008 Visor for $488 million sold the Swedish-Finnish TeliaSonera of 51% of the shares TeliaSonera Asia Holding owning in 80% of the stocks Spice Nepal and 100% of stocks of the Cambodian mobile operator Aplifone. At the end of 2010 TelaSonera acquired at Visor another 24.45% of shares for $160 million.
At the same time TeliaSonera, having considered weak the positions in the Cambodian market, made the decision to transfer Aplifone to other local mobile operator - Latelz Co (has frequencies for GSM-1800 and UMTS). Its owner is Timeturns Holdings which after merge shared with TeliaSonera of 25% of the stocks Latelz Co.
In Southeast Asia Timeturns also obtained the license in Laos, but about start the network in this country of messages was not.
For the first time in public field Timeturns Holdings it was stated in 2009 in Cambodia: then the Minister of Communications of the republic With Hoon called Timeturns the Russian company. The CEO of holding, Lebanese Ghassan Mouhaweje confirmed information on the Russian roots of the company, but who specifically is shareholders, did not open.
Milyavsky is the large sponsor of United Russia who offered in 2009 for needs of a batch of 43 million rubles.
