In 2023, car production at the Ural plant reached 14.27 thousand units, which is 45.2% more than a year earlier (9825). Sales of cars assembled at the Chelyabinsk enterprise increased by 41.2%, to 14.03 thousand units. The company told about this in early February 2024.

It is noted that in 2023 the construction of a new assembly building began, designed for the production of up to 5,000 cars per year. More than 7 billion rubles were allocated for the implementation of investment projects related to the modernization of production and improvement. One of these projects is the improvement of the logistics center site for the convenience of traffic flows.

History
2024: Income tax shelter for 2.5 billion rubles
The Ural Automobile Plant hid income of ₽2,5 billion from taxation. This became known in August 2024. The Arbitration Court of the North-West District confirmed the legality of the decision of the appellate instance, according to which the automobile plant unreasonably underestimated the tax base for the amount of the subsidy received from the Ministry of Industry and Trade for the utilization fee.
According to RBC, in 2018, the Ural Automobile Plant, located in Miass (Chelyabinsk Region), recorded the cost of paying the utilization fee to reduce taxable profits, while the subsidy of ₽2,48 billion received as compensation was excluded from income taken into account when determining the tax base. Thus, the company achieved a "double tax benefit," which caused claims from the Federal Tax Service (FTS).
According to the Federal Tax Service, the automobile plant illegally excluded the subsidy from income, which allowed it to overestimate the amount of the loss of previous years, which could be used to reduce the tax base in the future. In December 2023, the court of first instance supported the interpretation of the automobile plant, based on the provisions of the sub-clauses. 21 Art. 251 of the Tax Code, which allows you to exclude from income the amount of accounts payable written off or reduced in accordance with Russian law.
However, in April 2024, the Court of Appeal decided in favor of the Federal Tax Service, arguing that the subsidy received by the automobile plant actually increased its working capital and should have been recognized as income for tax purposes. The cassation instance confirmed this decision, leaving without satisfaction the complaint of the automobile plant.
The subsidies that Russian manufacturers of automotive equipment receive to compensate for the paid utilization fee are intended to ensure environmental safety and protect domestic manufacturers. However, as lawyers explain, the tax regime of such subsidies should comply with the principle of mirroring: if the costs for the reimbursement of which the subsidy is sent reduce taxable profits, then the subsidy itself should increase it. In the case of the Ural automobile plant, this principle was violated.[2]
