On Dubninskaya Street the new technopark of VIZBAS will appear. The interdepartmental commission of the Government of Moscow made in the summer of 2014 the decision on assignment of the territory with a complex of buildings in industrial zone No. 97 of the corresponding status. About it[1]Izvestia was told by the head of department of science, industrial policy and an entrepreneurship Alexey Komissarov. In the territory of 12 thousand sq.m the office and laboratory center with a co-working and also pilot productions will be placed. It is supposed that residents will specialize in the industry of nutritional supplements, household goods, pharmaceutics and engineering. The total amount of investments into development of a property complex will be not less than 411 million rubles, and the first residents as it is planned, will appear already through a year and a half.
The owner of a complex of buildings and the tenant of the land plot on which the technopark will appear is JSC VIZBAS. This company is included into ITKOL Group, and ITKOL-serveing LLC will become management company of technopark. The new technopark will be divided into two parts: on 6 thousand sq.m the office and laboratory body will be constructed, and 6 more thousand sq.m of the industrial areas will be reconstructed.
Potential residents of technopark are the Russian research companies performing research and development for large foreign corporations, in particular Danone, Henkel, Daikin, Unilever and Roche. All VIZBAS intends to attract on the territory to 15 residents for the next five years which will occupy not less than 75% of the areas of technopark.
- Also cooperation with the Center of the innovative development, Association of industrial parks, Association of clusters and technology parks and a number of leaders of universities is planned, for example, MAI, MSTU of Bauman, MIPT, Physics and Technology faculty of MSU — was listed by the head of department of developer projects of ITKOL Suren Bokhyan Group. — Until the end of the year we intend to complete a design of all land and property relations, and through a year and a half the technopark will be able already to accept the first residents.
The main source of income of investors — delivery of offices in lease, but also is supposed to earn from related services to residents: financial, legal, consulting, etc. Besides, the company expects the tax benefits put to technoparks: according to preliminary estimates, in ten years of investment of the city in such type will make 81 million rubles. At the same time budget revenues for the same term from residents and VIZBASA will be 963 million rubles.
As Alexey Komissarov noted, "in 2012-2014 at the initiative of the Mayor of Moscow Sergey Sobyanin five objects of the innovation infrastructure — a technopolis and four technoparks are created". On them more than 360 hi-tech companies are placed and over 5 thousand work human.
— By our estimates, investments of tenants by the end of the year will make over 10 billion rubles. In 2014 tax payments of management companies and residents in city budget of Moscow will make more than 1 billion rubles — the official added. — Moscow already now the comfortable place for creation and development of hi-tech business, and the company of the sector create demand for specialized infrastructure. And this demand can be met not only at the expense of the state investments in technoparks, but also due to private investments.
The technopark of VIZBAS will become the sixth specialized territory in the city and the second — private. Komissarov added that after assignment of resident status additional tax benefits, including exemption from the property tax of the organizations and the income tax rate lowered up to 13.5% are provided to the enterprises working in technoparks and technopolises.
— I cannot tell that the trend of the last years — creation of technoparks and other platforms for work of the hi-tech companies — is mentioned by outstanding results — the adviser of Institute of modern development Nikita Maslennikov told. — The main reason — insufficient demand for innovations from the domestic real sector. But the fact that new platforms appear now, says that some demand nevertheless is present. So far everything goes quite slowly, but perspectives are. I think, case will go quicker when technoparks begin to be built in study programs on which large educational institutions work actively.
