2024: Operator's appointment of organized recruitment of labour migrants

The state-owned company "Work in Russia" is appointed by the operator of the organized recruitment of labor migrants. This was announced at the end of March 2024 by the Ministry of Labor of the Russian Federation.

According to TASS, citing a statement by the department, "Work in Russia" will become a state personnel agency and will conclude agreements with employers who hire migrants as part of an organized recruitment. The company will also be responsible for the register of such employers and help them with the selection of employees, monitor the employment of the migrant.

The proposed mechanism will make it possible to select employees taking into account qualifications, and will also exclude situations when an employee who has arrived at one employer, after completing all the necessary documents, enters the open labor market, the Ministry of Labor said in a statement.

It is assumed that "Work in Russia" will monitor violations of the regime of stay of foreign citizens with the employer, as well as his labor rights. In addition, we are talking about the company's interaction with law enforcement agencies and Rostrud.

According to Deputy Labor Minister Dmitry Platygin, it is necessary to make an organized set a priority model for attracting foreigners for domestic companies. It is noted that this initiative will allow to select employees, taking into account the qualifications, will exclude the situation of such an employee entering the open labor market.

The service will also inform the relevant authorities to take measures both in case of violation by a migrant of the regime of stay with the employer, and in case of violation by the employer of the employee's labor rights.

According to the Institute for Demographic Studies of the Russian Academy of Sciences, as of February 2024, there are up to 4 million illegal migrants in Russia. At the same time, the institute emphasizes that it is impossible to name the exact figure.^[1]
