2025: Black Sea Development buys Yalta seaport for ₽1,5 billion

LLC Black Sea development acquired a 100% stake in Yalta Seaport JSC at the auction for ₽1,49 billion, becoming the only participant in the auction and offering a starting price for the port asset. The deal completed the privatization of one of the two seaports belonging to the Crimea region, which includes a passenger terminal with a capacity of 1.3 million people per year and a terminal for transshipment of various types of cargo. This is evidenced by the data in the register state of the Torgi information system on August 1, 2025.

According to Kommersant, the Ministry of Property and Land Relations of Crimea simultaneously put up for auction JSC Yalta Seaport and JSC Yevpatoriya Seaport. However, the decision on the conditions for the privatization of the second enterprise was canceled on July 24, the department did not disclose the reasons for this decision.

The Yalta seaport has a total area of ​ ​ 12.15 hectares and real estate with an area of ​ ​ 32.2 thousand square meters. Currently, the company specializes in passenger transportation, serving maritime routes between the cities of Crimea and the mainland of Russia.

Black Sea Development LLC may be associated with a large-scale project to create a yacht marina in Balaklava, designed for more than 600 ships. According to the SPARK system, the closed mutual investment fund Angage, which owns 99.99% of the company, is also controlled by Port Lamos LLC.

General Director of Port Lamos Denis Naumov is included in the supervisory board for the creation of a yacht marina as an investor. The same company acquired real estate in Balaklava at auction, including the historical Hunting Lodge of Prince Yusupov.

ZPIF Angage is managed by the Fin-Partner management company owned by Alexei Sorokin. Previously, he was a co-owner of Center-M LLC, in which entrepreneurs Arkady and Boris Rotenberg owned shares.[1]
