InfraONE (First Infrastructure Company) is a Russian independent investment company that specializes in direct investment in infrastructure in its own interests, as well as in structuring projects and transactions for customers and partners, including the public side.
The company is mainly interested in projects implemented on the principles of PPP, concessions and project financing, in the railway, road, airport, port, other transport, energy, social, medical, telecommunications and other infrastructure areas.

2020: Agreement with Rostelecom to co-finance the preparation of investment projects
PJSC Rostelecom and LLC First Infrastructure Company (InfraOne) are combining efforts to attract financing to the "sowing" stage of digital infrastructure projects, which are implemented on the basis of concessions, public-private partnerships and project financing. This was announced by Rostelecom South on May 26, 2020.
The parties concluded an agreement on joint investment in project preparation (SIPP), the purpose of which is to develop, determine optimal financing options and find partners for the implementation of large-scale investment projects, taking into account Rostelecom's strategic priorities, such as the development of cloud technologies, IT infrastructure, end-to-end digital technologies, digitalization of industries and others.
The volume of investments attracted by InfraOne in the initial stage of project preparation at the first stage will amount to 3 billion rubles with the possibility of increasing by agreement of the parties to 9 billion rubles. At the same time, the parties will share the commercial and financial risks of promoting projects in the following areas: telecommunications, software, digital provision of state functions, state information systems, commercial digital services.
To implement the projects, it is planned to use a range of legal and financial instruments, various investment models of interaction with the state and market participants. The parties will also actively involve contractors, suppliers, related companies and other partners of Rostelecom in the projects and financing their training.
Partnership with InfraOne - a project financing company in the country - will allow Rostelecom to develop investment projects for the development of the digital economy at an early stage, taking into account the attraction of external financing. Cooperation will help meet the demand for investment attractive and professionally trained projects. The term of the SIPP contract will be three years. The first joint decisions on launching investments and starting the preparation of projects will be announced by the end of 2020.
