The suspect on the case of fraud with medicine against cancer

At the end of January, 2018 concerning former employees of pharmaceutical company Roche of Vladislav Alexandrov and the resident of Yekaterinburg Evgeny Zakharov criminal case is brought. As investigators believe, they together with "unidentified persons" illegally wrote out recipes on expensive medicine against a blood cancer rituximab, then received it in drugstore No. 5 of St. Petersburg drugstores and implemented through NPP Rusekomed LLC company, affiliated with Zakharov.

Searches of apartments of persons involved and also three more former employees of Roche — Dmitry Valyakin, Andrey Kiriyevsky and Igor Klimko were during the investigation carried out. Seizure of documents took place also in head office Roche in Moscow. Read more here.

Search in a warehouse of Sistema LLC on the case of fraud from onkopreparata

On July 26, 2018 it became known of carrying out a search by police in a pharmaceutical warehouse of Sistema LLC company in Moscow to the address Leninskaya Sloboda St., 32 according to the results of which documents and the office equipment were withdrawn. Searches are carried out in the middle of July within criminal case about large scale fraud with drugs against cancer which person involved is the former employee of the international pharmaceutical company Roche. Search of a svidetelstvo of that was the purpose of transaction, the warehouse of Sistema LLC participated in the fraudulent scheme of resale of expensive drugs in the black market.

As it is specified in the resolution on a search, the former area manager of Roche Vladislav Alexandrov (does not work in the company since 2014) is suspected of stealing and sale in the black market of prescription drug against a blood cancer rituximab (the Mabtera brands of Roche and Atsellbiya company of the Russian producer Biocad). The cost of one packaging of this medicine can reach 94.3 thousand rubles.

According to a source of RBC close to the Ministry of Internal Affairs in St. Petersburg, Sistema LLC it is connected with Alexander Maksimenko (it is mentioned in the protocol of a search). He, according to these SPARK, acts as the founder and the director of Monolit LLC located near Sistema (to the address Leninskaya Sloboda St., 32, building 11), and earlier was also a co-owner of Pharmsklad LLC (as of July, 2018 does not work).

According to the Unified register of licenses, to the address Leninskaya Sloboda St., 32 licenses for pharmaceutical activity were granted still to a number of the companies — Glavfarm LLC, Mosfarm LLC, Temp LLC (printings of society are found during a search in a warehouse), Pharmistok LLC and Lekar LLC.^[1]

2019: Probation for plunder of medicines from cancer for 63.7 million rubles

At the end of May, 2019 the smolninsky district court of St. Petersburg pronounced a sentence to the former employee of Roche Vladislava Alexandrova on the case of plunder and resale of the drugs for cancer which were purchased according to the state program. The defendant was put on probation.

During  the period     from April 1 to November 5, 2014 Vladislav Alexandrov was the representative of pharmaceutical  company Roche Moscow Ltd which sells medications. According to the investigation, together with  the accomplice the defendant  misled employees of the St. Petersburg oncological clinic and  city hospital No.   15.

The ex-manager of Roche in Russia was put on probation for plunder of medicines from cancer for 64 million rubles

Alexandrov constantly received from  doctors of these medical institutions advisory proceedings in  which the overestimated medicine volumes for treatment of oncology — Rituximab registered. It  provided to their  doctors-gemotologam Federal State Budgetary Institution ROSNIIGT FMBA Rossii who issued to the swindler counterfeit recipes. Thanks to them  issued to Alexandrov in  drugstores the necessary medicine.

"Rituximab" is used for fight against tumors. It is bought within the special federal program "12 nozologiya" (before "Seven nozologiya") by the Ministry of Health. This program includes the most expensive in treatment genetic and oncological diseases.

According to RBC, the St. Petersburg police checks more than 40 doctors, identifying the physicians participating in the scheme of an output of drugs for cancer to the black market. They earned from Roche the monetary reward under the guise of a payment for participation in conferences, lectures and seminars and also for recipes on medicines which delivers pharmconcern.

In three years Vladislav Alexandrov and his accomplice stole medicines almost for 63.7 million rubles and resold them in the black market. The court imposed it sentence in the form of two years conditionally for large scale fraud.^[2]
