Alexey Buyankin was previously the head physician of the Vichug Central District Hospital, in 2018 he headed the City Clinical Hospital No. 3 of Ivanovo, and in the summer of 2019 he moved to work in the regional Department of Health. Until July 2019, he was also a deputy of the Vichuga City Council.

2022: Detention on suspicion of medical device supply fraud

As it became known on January 20, 2022, the first deputy director of the Health Department of the Ivanovo Region, Alexei Buyankin, was detained on suspicion of fraud in the supply of medical equipment for staffing medical institutions in the Ivanovo Region.

According to TASS, citing the press service of the FSB Directorate for the Ivanovo Region, law enforcement agencies have established that when making purchases by a representative of a commercial organization engaged in the supply of medical equipment, budget funds totaling more than 10 million rubles were stolen. On this fact, the investigative unit of the FSB of Russia in the Ivanovo region opened a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud). The maximum punishment under this article is 10 years in prison.

The regional Department of Health reported that Buyankin was suspended from work after his arrest.

The Department of Health of the Ivanovo Region provides assistance to law enforcement agencies in the framework of ongoing investigative actions, the department emphasized.

According to the FSB, documents were seized at Buyankin's workplace. The day after the arrest, January 19, 2022, the court placed the first deputy director of the Health Department of the Ivanovo Region in a pre-trial detention center for two months.

As noted by the publication "Ivanovo LIVE," Alexei Buyankin - like a member of the government, director of the health department of the Ivanovo region Artur Fokin - is a protege of the deputy chairman of the Ivanovo Regional Duma, head of the United Russia faction, pharmacy "king" Anatoly Burov.^[1]

2023: Leaving jail

On January 17, 2023, the Ivanovo Regional Court changed the preventive measure to Alexei Buyankin, First Deputy Director of the Regional Health Department. He is accused of fraud, embezzlement and embezzlement of budget funds.

Buyankin was detained in January 2022 and placed in a pre-trial detention center: according to the investigation, the official was involved in a scam worth more than 10 million rubles in the purchase of X-ray machines for medical institutions in the Ivanovo region. After about a year, the accused was released from the remand prison.

On January 17, 2023, a judge of the Ivanovo Regional Court decided to refuse to satisfy the petition of the preliminary investigation authorities to extend the term of detention of A. Buyankin, changing the measure of restraint against him to house arrest for a period until April 17, 2023 inclusive, the decision says.

At the same time, Buyankin is forbidden to communicate with persons related to the criminal case: witnesses, representatives of victims or accused. The official is prohibited from sending and receiving postal and telegraph messages, as well as using means of communication, including the Internet. In case of violation of the conditions of house arrest, the preventive measure can be replaced by a stricter one.

As part of the case, on April 15, 2022, the head of Buyankin, director of the health department of the Ivanovo region, Arthur Fokin, was detained. According to the investigation, the department has created conditions for the purchase of medical equipment at an inflated cost during the COVID-19 pandemic. As noted by the IvanovoNews resource, neither Buyankin nor Fokin admit their guilt. Fokin is accused of two articles - embezzlement on an especially large scale and embezzlement. 2024: Sentence - suspended sentence in the case of fraud in the supply of medical equipment

The court of the Ivanovo region found the former director of the regional health department Arthur Fokin guilty of fraud in the supply of medical equipment, sentencing him to imprisonment for a period of 2 years and 6 months conditionally with a probationary period of 3 years. The trial ended on September 11, 2024, and in addition to Fokin, his former deputy Alexei Buyankin and an entrepreneur who participated in the deliveries also received suspended sentences.
